SUBJECT: AUTHORIZE THE CHAIR OF THE BOARD OF SUPERVISORS TO SEND A LETTER
TO OUR CONGRESSIONAL DELEGATION URGING FUNDING OF THE AIRPORT
IMPROVEMENT PROGRAM

REC�ENDED ACTION Authorize the Chair of the Board to send a letter in behalf of the Board
of Supervisors to our Congressional Delegation urging them to fully fund the Airport Improvement Program.
BACKGRODU D INFORMATION: Congress has not fully funded the Airport Improvement Program
(AIP). Although the AIP Trust Fund has approximately a$4 billion surplus and almost $1.3 billion for the '
current year, no funds have been released by the Federal Aviation Administration for Reliever Airports, such as
our two airports in Contra Costa County. We are currently awaiting a grant in the amount of$750,000 for the
Byron Airport. This airport is a major economic asset and failure by Congress to fund this eligible project out of
the AIP Trust Fund could have a serious economic impact on our County.
Our 50-year old Buchanan Field Airpr t, in the central part of the County, also has a current funding need
of approximately 511.5 million. Before the current federal fiscal year, the AIP system was working to provide
needed funding to airports to develop improvements and meet the demands of capacity and safety.

We understand that your House Budget Committee is considering the elimination of Reliever Airport
funds out of the Airport Improvement Program (AIP). Our Board of Supervisors is extremely concerned
that your Committee is even considering such a matter. The AIP is a user funded program and should not
be made a matter for consideration in the current Washington budget I cutting frenzy. The loss of AIP
funding to our two Reliever Airports in our County would be devastating. Both of our airports are major
economic assets to us and it is critical that adequate funding for the development and improvement of
these airports is continued. We would most strongly urge your Committee to recommend the
reinstatement of full funding for Reliever Airports, and further, that your Committee recommend full
funding for the entire Airport Improvement Program as it was originally established by Congress.
