RECOMMENDATIONS:
1. ESTABLISHa 31 member Violence Prevention Task Force, to be
composed as follows : .
❑ Two members of the Board of Supervisors, appointed by the
Board of Supervisors .
❑ Three members nominated by each member of the Board of
Supervisors and appointed by the Board of Supervisors .
One of these three nominees from each. Supervisorial
District must be a young person aged 14-21 . The other
two .nominees should be selected from among the following .
categories :
✓ City government
✓ Education
✓ Business
✓ Labor
✓ Community-based Organization
✓ Representative of the religious community
✓ Law Enforcement
Neighborhood associations
✓ Media
✓, Interested resident

❑ Ten at-large members, nominated by the Internal
Operations Committee and appointed by the Board of
Supervisors, initially to be nominated following the
appointment of all of the members nominated by the
members of the Board of Supervisors in order to insure
that the Task Force is balanced in terms of ethnic and
cultural diversity, subject matter expertise, and
geographic representation.
❑ Four ex-officio members :
✓ The Sheriff-Coroner or his designee
✓ The Health Services Director or his designee
✓ The County Superintendent of Schools or his
designee
✓ The County Administrator or his designee
2 . ESTABLISH a sunset date for the Task Force of April 30, 1999,
unless the Board of Supervisors takes action prior to that
date to extend the life of the Task Force. All appointments,
except for the ex-officio seats, shall be for four years,
ending April 30, 1999 .
3 . REAFFIRM the Board' s action of August 9, 1994 in appointing
Supervisor Tom Torlakson and Supervisor Mark DeSaulnier as Co-
Chairs of the Violence Prevention Task Force.
4 . INVITE a representative of the Mayors ' Conference and the
County Superintendent of Schools to jointly convene and co-
chair the Task Force.
5. REQUEST the Health Services Director to provide initial
staffing for the Task Force until a long term staffing plan is
developed by the Task Force and approved by the Board of
Supervisors, hopefully involving financial support by the
cities and schools .
6 . ESTABLISH as the charge to the Task Force:
❑ To identify, coordinate, and further develop existing
violence prevention efforts throughout the County.
❑ To foster a comprehensive, multi-disciplinary approach to
violence prevention, ensuring that community groups and
agencies receive adequate training and technical
assistance to undertake prevention efforts .
❑ To make policy recommendations to the Board of
Supervisors .
❑ To advocate for adequate violence prevention funding
across multiple jurisdictions .
7 . DEFINE as the role and responsibilities of the Task Force:
❑ To provide recommendations on the implementation of the
Countywide Violence Prevention Action Plan and the
Framework for Action. Implementing activities must be
specific, action oriented, and produce measurable
results .
❑ To advise the Board of Supervisors, Mayors Conference and
School District Superintendents on the overall direction
of violence prevention efforts .
❑ To provide leadership to maximize the use of existing
resources through appropriate linkage, streamlining, and
integration of regional, city, school, and community-
based efforts .

❑ To encourage expanded efforts among businesses, cities,
neighborhood groups, community-based agencies, and to
ensure that these groups have adequate information and
training to implement high-quality efforts .
❑ To develop a strategy for media advocacy.
❑ To advocate for public policy solutions to prevent
violence.
❑ To develop additional resources for violence prevention.
8 . DIRECT the Task Force to make reports at least annually to the
Board of Supervisors during the month of April on its
activities and the extent to which it has accomplished its
charge.
BACKGROUND:
On August 9, 1994, the Board of Supervisors placed on the November
8, 1994 ballot the Violence Prevention Action Plan. The Board also
appointed Supervisors Torlakson and DeSaulnier as Co-Chairs of the
Countywide Violence Prevention Task Force and asked them to work
with staff in the development of recommendations "on the charge and
membership of the Task Force for subsequent consideration by the
Board of Supervisors . The Plan (Measure C) won overwhelming
support from the voters and it is, therefore, appropriate to now
set up the Task Force, determine its size and composition and fix
the charge to the Task Force. The above recommendations will
accomplish this .

SUBJECT: violence Prevention
In its approval of two ballot measures on a Violence
Prevention Action Pian and Support of a Statewide surcharge on
the sale of firearms and ammunition to fund firearm safety
education and violence prevention programs, the Board also took
the following actions:
A. AGREED to commit one-half to one percent of the
County's General Fund revenues to fund violence
prevention programs and REFERRED this matter to
the Finance Committee;
B. APPOINTEE? Supervisors Tom Torlakson and 'bark
Desaulnier as Co-chairs of the Countywide Violence
Prevention Task Force with instructions to work
with staff in the development of a resolution
setting forth the charge and membership of the
Task Force for subsequent consideration by the
Board of Supervisors; an4
C. REQUESTED Larry Cohere, Director of the County's
Prevention Program, to report to County Counsel on
potential local revenue sources to fund violence
prevention programs.

SUBJECT: Grants & Contracts: Title V Delinquency Prevention Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommended Action:
Approve and authorize the Health Services Department Director or his designee to submit an
application to the California Office of Criminal Justice Planning for funding in the amount of
$500,000 per year for three years, available through the Title V Delinquency Prevention Program.
Background Information:
The Office of Criminal Justice Planning has announced the availability of funds to prevent juvenile
delinquency. Awards will be made in three categories based on population of jurisdiction. In the
Contra Costa County size category one award will be made for three years in the amount of
$500,000/yr. The funding,if approved,will support initiation of the Violence Prevention Task Force
as well as providing direct services to youth in West and East County communities through contracts
with community agencies.
If approved the project will work under the direction of the Violence Prevention Task Force whose
membership includes the Sheriff-Coroler, Health Services Director, County Superintendent of
Schools and County Administrator or?.leir designees.
Fiscal Impact:
20%Match from public sources is required and will be contributed by participating county and city
agencies and school districts.
