A FAMILY INVESTMENT CENTER
SPECIFIC REQUEST(S.) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No.3744 approving submission of an application for Family Investment Centers funding to
provide additional services at or near appropriate housing developments, and AUTHORIZE the Executive Director of the
Housing Authority of the County of Contra Costa to submit to the U.S.Department of Housing and Urban Development all
appropriate documents required by the application guidelines,as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:

Fiscal Year 1995 appropriation of$26,342,000 for Family Investment Centers for families living in Public and Indian Housing.
The maximum grant amount per applicant under this NOFA is$1,000,000.
III. REASONS FOR RECOMMENDATIONBACKGROUND
On February 15, 1995 the U.S.Department of Housing and Urban Development(HUD)issued a notice that
$60,000,000 is available in grant funds to provide families living in Public and Indian Housing with better access to education
and job opportunities to achieve self-sufficiency and independence. The supportive services funded under this.grant shall be
provided over a 3 to 5 year period. These funds are available on a HUD Regional Office competitive basis, and the application
must be submitted to the HUD Office of Public Housing in San Francisco by 3:00 p.m.,June 15, 1995.
The Housing Authority of the County of Contra Costa wishes to submit a Family Investment Center application in an
effort to provide additional services at or near appropriate housing developments. FIC funds will be used to mobilize public
and private resources to expand and improve delivery services,to provide funding for essential training and support services
that cannot otherwise be funded,to improve the capacity of management to assess the training and service needs of eligible
families,to coordinate the provision of training and services that meet such needs and to ensure the long-term provision of such
training and services. HUD expects that this funding will demonstrate the importance of comprehensive support services in
contributing to local neighborhood revitalization.
At its regular meeting on Monday,March 20, 1995 the Advisory Housing Commission voted to recommend adoption
of Resolution No.3744 and submission of an application for funding under the Family Investment Centers Notice of Funding
Availability.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve Resolution No. 3744,the Housing Authority
would be unable to submit an application for funding under the Family Investment Centers Notice of Funding
Availability.
