SUBJECT: Reject Bids Received on March 16, 1995 and Authorize Readvertising for bids for the State
Highway 4 Widening (Empire Avenue to Vintage Parkway) Project.
Project No. 4660-6X4013-92, CDD-CP # 92 - 85.
Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
REJECT bids received on March 16, 1995 for the State Highway 4 Widening (Empire Avenue to
Vintage Parkway) Project, and
DIRECT that any bid bonds posted by the bidders are to be exonerated and any checks or cash
submitted for security shall be returned.
APPROVE the revised Pians and Specifications for the Project, and
READVERTISE for bids to be received on Thursday, May 4, 1995, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $755,000, funded by Oakley/North Brentwood.AOB
(48%) Redevelopment (32%) SB 300 (20%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Plans and Specifications for the State Highway 4 Widening (Empire Avenue to Vintage
Parkway) Project were approved and the project was advertised on February 14, 1995.. The
Public Works Director requests that the Board at their discretion, reject the bids and readvertise
the project. The Plans and Specifications for the Project were revised to provide design
clarification for rebidding the project.
The project is needed to provide four lanes of traffic through the project site and connect to the
previously constructed Phase 1 and Phase II widening projects. Four lanes will be provided from
Highway 4/160 to downtown Oakley.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
party upon request.
The Board reviewed and approved the project on April 27, 1993 and found, on the basis of the
initial study and all comments received, that there is no substantial evidence that the project will
have a significant effect on the environment and adopted the Negative Declaration in compliance
with the California Environmental Quality Act. A Notice of Determination was filed with the
County Clerk on April 27, 1993.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed .
