RECOMMENDED ACTION APPROVE relief of cash shortage in the amount of $200 . 00 in the Community Services Department as recommended by the Auditor- Controller. II . FINANCIAL IMPACT Relief of the cash shortage will have an impact on the general fund in the amount of $200 . 00 . III . BACKGROUND/REASONS FOR RECOMMENDED ACTION This Board Order, if approved, will relieve the Community Services Department of a cash shortage in a revolving fund account in the amount of $200 . 00 that occurred during the tenure of a previous departmental administration back in 1986 . The Department has established new revolving fund procedures and controls that will reduce the risk of future shortages . The Auditor-Controller' s Office has reviewed the Department's proposed procedures, and recommends that the relief of $200 . 00 be granted. Sumner, CIA, Staff Auditor SUBJECT: Relief of Cash Shortage, Community Services Department We have reviewed the Community Services Department letter dated March 13, 1995, concerning a shortage of$200 in the Department's petty cash fund. The Department requests relief of shortage, and has established procedures that are expected to reduce the risk of a shortage occurring in the future. We recommend that relief of the $200 shortage be granted. Sparks, Community Services Department Director by: Al Prince, Administrative Services Officer SUBJECT: Relief of Shortage Request 1 . The purpose of this memorandum is to request relief from the shortage of $200 . 00 form the Department' s petty cash fund. 2 . This shortage took place in 1986 under the administration of Ms . Ida Daniel Berk, the former Director of the Community Services Department . She resigned from County employment in 1988 . 3 . Apparently, Ms . Berk borrowed funds from this account to advance funds to several former Departmental employee and consultants . Neither Ms . Berk nor the individuals paid the money back to the petty cash fund. 4 . while it is clear that the acts in question were the result of negligence on the part of former County employees, we do not believe that these actions were either fraudulent or of gross negligence . 5 . Since the employment of Ms . Joan V. Sparks as the Director of the Community Services Department, steps have been taken to ensure that instances of this nature involving the advancing of petty cash funds would not happen again. 6 . The Department requests relief from the shortage of $200 . 00 7 . I verify to the best of my knowledge the above statements are true .
