RECOMMENDATIONS:
1 . FIX the term of office of Seat #5, Category #1 : the Countywide
Education-oriented Committee seat as expiring September 30,
1996 .
2 . APPOINT to the Family and Children's Trust Committee (Seat #5,
Category #1 : Countywide Education-oriented Committee seat) for
the balance of a. two year term ending September 30, 1996 :

BACKGROUND:
The Family and Children' s Trust Committee (FACT) is an 18 member
Committee which is advisory to the Board of Supervisors . Its
specific charge is to recommend to the Board how the Board should
allocate funds from the State Child Abuse Prevention Fund, Marriage
License Fund and Ann Adler Family and Children' s Trust Fund. FACT
is made up of representatives from a variety of specified
organizations, plus appointees of the Board members, plus three at-
large members who are selected from a variety of organizations in
the County.
One of the seats is a representative from a countywide education-
oriented committee. This seat has been vacant for some time and
FACT and its staff have been actively recruiting for a
representative of the education community.

Ms . Phillips has applied and from her application appears to be
well qualified to represent the education community on FACT. The
Internal Operations Committee has agreed that it does not need to
interview Ms . Phillips and it is, therefore, recommended that the
Board of Supervisors appoint Ms . Phillips to this vacant seat.

Re: Membership Changes on the FACT and FACSAC Committees
There are numerous changes in membership on both of these Committees which need to be
approved by the Board of Supervisors. In cases of resignations, the Supervisor6'
offices have been notified and staff are advertising for replacements. In cases of
resignations from the FACT Committee by members from specific programs or committees,
the notice from the Chairperson confirming the appointment is attached.
The appointment of Margaret Philipps to the School-based slot on FACT is most
important because the Committee has searched for several years for.a qualified
applicant and Margaret has expressed a willingness to be a part of the RFP process
currently underway if her appointment can be confirmed prior to the April 6th
Rating and Review meeting of FACT. She is a highly qualified applicant whose back-
ground in both children's services and education at the state and localjevel will
be invaluable to the Committee's work
The requested changes are:
Family and Children's Trust Committee (FACT)
1. Appoint Margaret Philipps to the School Representative slot. Margaret's
application and resume are attached.
2. Steve Purser has replaced Maridel Moulton as the representative from
the Maternal Chilli and Adolescent Health Committee. Appointment letter
from the Committee is attached.
3. Michael Hall has resigned due to a relocation to Oregon. I did not re-
ceive a formal letter of resignation. - 'The FACT Committee is currently
reviewing the:appropriateness of this membership category since the the
"System Review Carmittee" is actually a sub-committee of the Child Abuse
Prevention Council, a current (and, most likely long-term) FACT
THE FAMILY AND CHILDREN'S TRUST COMMITTEE IS APPOINTED BY THE BOARD OF SUPERVISORS TO
MAKE RECOMMENDATIONS ON THE APPROPRIATE EXPENDITURE OF VARIOUS STATE AND LOCAL FUNDS.

4. Reverand Winfred T. Warren has replaced Linda Baker as the representative
from the Juvenile Justice Commission, but I have not received formal
notification from the Commission. ( Rev. Warren's address is: 361 Egret
Place, Pittsburg, 94565, and his phone # is 432-4120)
5. Supervisor Gayle Bishop has appointed Judy Mullen to replace Kathleen
Odne as the representative from her District, but I have not received
a copy of the Board Order. ( Judy's address is 1221 Oakmont Dr. , Unit#4,
Walnut Creek,94595, and her phone # is 939- 5132.)
6. Fran Smith, a member of the FACSAC Committee has been appointed by
FACSAC as the representative to the Family and Children s Trust Committee
(FACT).
The Family and Children's Services Advisory Committee (FACSAC.)
1. District II
Mari Kay Breazeale has resigned from the Committee. Her letter of
resignation is attached.
2. District III
Calla Klein, Sigmund Anderman and Therese Cisneros have all resigned. Only
Therese has submitted a letter of resignation (attached.) Supervisor
Bishop's staff are aware of these resignations and are looking for
replacements.
3. District IV
Donna Souza and John Roman resigned quite some time ago and their letters
of resignation are attached (and were forwarded to Supervisor Torlakson's
office.) I held off submitting the resignations in hopes of having
some new appointments from this District but that doesn't seem to be
happening. There are no representatives from this District on either the
FACT or FACSAC Committees.
For your information, the 1994-1995 Chairperson of FACSAC is Mary Buscaglia, and
the Co-Chairs of FACT are Kathy Tabor and Mary Lou Lucas. I have also
attached copies of the (hopefully) latest Membership Rosters for your files.
Please advise me when these membership changes are approved.

FUNCTIONS: Conduct a bi-annual needs assessment on family and
children's services in the County; recommend the establishment
of program priorities to the Social Services Director and the
Board of Supervisors; coordinate with the Social Services
Director monitoring of contracts which are funded by AB 1733, AB
2994 or the Ann Adler Family & Children's Trust Fund; and
recommend award of family and children's services contracts
pursuant to AB 1733, AB 2994 and the Ann Adler Family &
Children's Trust Fund.
