SUBJECT: Establish a "Contra Costa Cares" Program to
Assist Victims of Catastrophic Events
SPECIFIC REQUEST(S)
R COIECOMM DATI8SW BACKGROUND AND JUSTIFICATION
Establish a program entitled "Contra Costa Cares" for the purpose of providing
a mechanism by which residents of Contra Costa County may donate money. The
funds collected would be for the purpose of assisting victims of catastrophic
events in other geographic areas or other needy community concerns. The initial
purpose of money collected would be for victim assistance efforts in Oklahoma
City, Oklahoma. All monies collected would go directly to assistance efforts and
would not be used for any other purpose.
Refer to the Internal Operations Committee the issue of establishing criteria and
administrative process for the Contra Costa Cares program.
BACKGROUND
The recent bombing of the federal building in Oklahoma.City, Oklahoma reminds
us once again of the fact that tragedy, whether natural or man-made, can strike
any time, any where. Residents of Contra Costa County have always come
forward to assist others in need, whether it be close to home or far away. We
ourselves have benefitted from the generous sharing of resources. This program
would provide a way by which citizens in Contra Costa County could directly
reach out to other citizens so that those afflicted by tragedy would know that we
in Contra Costa County care.
The creation of this fund provides an additional opportunity for the donation of
financial assistance and is not meant to interfere with any other efforts being
undertaken by national relief and/or assistance agencies.

Dear Gayle, Mark, Jeff, Tom and Jim:
We are pleased to support "Contra Costa Cares, " as recommended
today by Supervisor DeSaulnier ( 5 . 12 ) .
This progressive and compassionate program would provide county
residents a way to express sympathy and condolences to victims of
natural and human disasters . Moreover, it would also provide the
process for the citizenry to contribute financially and
symbolically to recovery efforts . Lastly, we would be able to
demonstrate our resolve to be united as a society in opposition to
acts, such as terrorism, that threaten our way of life, our people
and our liberty.
We urge you to support the establishment of the Contra Costa Cares
Fund.
