SUBJECT: DIRECT THE COUNTY ADMINISTRATOR TO SEND A LETTER TO THE
DEPARTMENT OF DEFENSE,THE DEPARTMENT OF ENERGY AND THE
CONCORD NAVAL WEAPONS STATION TO REQUEST FULL DISCLOSURE OF
THE FEDERAL GOVERNMENT'S PROPOSAL TO COLLECT SPENT NUCLEAR
FUEL AT THE CONCORD FACILITY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION:
RECOMMENDED ACTION:
(1) Direct the County Administrator, in conjunction with the Environmental Health Department and
Community Development Department to immediately send a letter to the Department of Defense, the
Department of Energy and the Commanding Officer of the Concord Naval Weapons Station to request full
disclosure of the federal government's proposal to collect spent nuclear materials at the Concord Naval Station,
including information about proposals for storage-and handling at the station,transportation routes, alternatives
that have been examined as well as plans for scheduling public meetings.
(2) Direct the County Administrator to copy these letters to our Congressional Delegation with a cover
letter conveying our concerns in this matter and requesting their assistance in obtaining complete public
disclosure and in prompt thorough communication on this matter from here on out.
BACKGROUND INFORMATION: An article appeared in the April 13, 1995, issue of the Contra
Costa Times regarding the federal government's proposal to collect spend nuclear fuel at the Concord Naval
Weapons Station. Since the story appeared, I have received a numerous telephone calls from concerned citizens
and community leaders in my district who are alarmed that it does not advance notice was provided to the
county and the public. The neighbors to the Concord Naval Weapon Station--the City of Concord,the
communities and Clyde and Bay Point and Contra Costa County -- should have been informed of these
proposals at a much earlier stage and certainly before press accounts generated hundreds of questions and
concerns. The Bay Point Municipal Advisory Council, the M-16 Advisory Committee, the Clyde Civic
Improvement Association, the Board of Supervisors and the Concord City Council should have been informed
much sooner.
