BACKGROUND INFORMATION: An article appeared in the April 13, 1995, issue of the Contra Costa Times regarding the federal government's proposal to collect spend nuclear fuel at the Concord Naval Weapons Station. Since the story appeared, I have received a numerous telephone calls from concerned citizens and community leaders in my district who are alarmed that it does not advance notice was provided to the county and the public. The neighbors to the Concord Naval Weapon Station--the City of Concord, the communities and Clyde and Bay Point and Contra Costa County -- should have been informed of these proposals at a much earlier stage and certainly before press accounts generated hundreds of questions and concerns. The Bay Point Municipal Advisory Council, the M-16 Advisory Committee, the Clyde Civic Improvement Association, the Board of Supervisors and the Concord City Council should have been informed much sooner.
