HomeMy WebLinkAboutMINUTES - 04251995 - S1 ✓• f TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Tom Torlakson ' Costa April 25, 1995 `�" County DATE: SUBJECT: REFER TO THE TRANSPORTATION COMMITTEE THE CONCEPT OF A FAR EAST COUNTY THOROUGHFARE MASTER PLAN SPECIFIC REQUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the Transportation Committee the development of a Far East County Highway and Thoroughfare Master Plan to address the transportation capacity and safety needs for the region east of Antioch. Request the Transportation Committee to work with the Public Works and- Community Development Departments, as well as with the Contra Costa Transportation Authority and Metropolitan Transportation Commission, to coordinate resources and sharing of information that will contribute to the development of an overall Master Plan to address future transportation needs in Far East Contra Costa. Request the Transportation Committee to develop a scope for such a Master Plan. Further, request the Transportation Committee to identify means of compiling and financing such a study. BACKGROUND INFORMATION: While a great deal of work has been done examining transportation needs in East Contra Costa, there is a need for an integreated overall Master Plan. This Master Plan should look at the current demand, and carefully project future highway and thoroughfare needs based on where jobs and housing will be located in Far East County, as well as in the neighboring areas of Alameda and San Joaquin Counties. The study should address capacity and safety improvement needs, the costs of implementing the improvements and the various financial resources and financial tools that could be used to accomplish the plan. I will formally introduce this Master Plan on the Board agenda in the coming weeks. I will also be discussing this with TRANSPLAN and the State Route 4 Bypass Authority. While a great deal of work has been done examining the transportation capacity and safety needs for the region east of Antioch, an integrated overall Master Plan for Far East County is needed. This Master Plan should look at the current demand and carefully project future highway and thoroughfare needs based on where jobs and housing will be located in Far East County and the neighboring counties of Alameda and San Joaquin. In East County, SR 4 from Bailey Road east to the SR 4 Bypass project has appropriately been given top priority. Extensive planning efforts are underway to pave the way for a wider highway. The Far East County Master Plan should similarly pursue: • The need for an Armstrong Road connector to J4 and possibly SR4 near Discovery Bay. o The need for a widened Vasco Road or an equivalent connector to 1-580 and the Livermore area (SR84 Alignment) . S / Board of Supervisors , January 25, 1995 Page TWO • The need for an I-205 connector from Byron to the Tracy area (examining possible alignments of the proposed SR237 ) . • The need for capacity increase on other historically rural county roads that will become major thoroughfares . Data collection and planning have been done with the following efforts: ( 1 ) The TRANSPLAN Action Plan and Traffic Modeling ( 2 ) The SR4 Bypass EIR (3 ) The East County Corridor Study (4 ) The Los Vaqueros EIR (5) The Contra Costa Byron Airport EIR (6 ) EIRs and traffic studies for Discovery Bay West, Cowell Ranch and other projects in the Antioch, Brentwood and unincorporated area. A Tri-valley regional planning effort is being launched which will provide additional itportant data and planning direction. The Far East County Highway and Thoroughfare Master Plan will update and integrate data and plans from these various sources to provide a clear picture of the capacity needs, the cost of these capacity expansions and a time schedule for implementation.
