SUBJECT: APPOINTMENTS TO THE BETHEL ISLAND, EAST DIABLO, MORAGA, ORINDA AND
CROCKETT-CARQUINEZ FIRE PROTECTION DISTRICTS ' ADVISORY FIRE
COMMISSIONS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
DETERMINE whether the individual District Supervisor or the
Internal Operations Committee should recruit for, screen, interview
and nominate the members of the advisory fire commissions for the
dependent fire protection districts other than the Contra Costa
County Fire Protection District.
BACKGROUND:
Traditionally, where a fire protection district was entirely within
the boundary of an individual Supervisorial District, that
Supervisor was responsible for recruiting, screening, interviewing
and recommending appointments for membership on the district' s
advisory fire commission.
When the consolidation of some of the fire districts was under
consideration, a decision was made by the Board of Supervisors to
turn that responsibility over to the Internal Operations Committee
in order to provide some central input to those decisions . At the
time that the Internal Operations Committee was recently asked to
interview candidates for the Bethel Island Fire Protection
District, the question was again raised regarding whether this
responsibility properly belonged with the Internal Operations
Committee or with the District Supervisor.
The issue has arisen again with the Moraga Advisory Fire
Commission, because the Mayor of Moraga has written to Supervisor
Smith, pointing out the need to make several appointments to the
Advisory Fire Commission. A year ago, the Board of Supervisors set
out a process specifically applicable to the Moraga Fire Protection

District, which calls for the Internal Operations Committee and
representatives from the Town Council to jointly interview
candidates and make recommendations to the Board of Supervisors for
appointments . The members of the Internal Operations Committee
asked that we bring this issue to the attention of the Board of
Supervisors so that the Board of Supervisors could determine what
process should be used.
If the responsibility is turned over to the individual District
Supervisor, then the recruitment, screening, interviewing and
nominating would come from Supervisor Torlakson for the Bethel
Island and East Diablo Fire Protection District 's Advisory Fire
Commissions . Supervisor Smith would be responsible for the Moraga,
Orinda and Crockett-Carquinez Fire Protection Districts .
If the responsibility is left with the Internal Operations
Committee, then that Committee will move ahead to recruit for,
interview and make recommendations for the existing vacancies on
the Moraga Advisory Fire Commission.
It is assumed that this policy - whichever way the Board wishes to
go - would not apply to the Contra Costa County Fire Protection
District, which includes land in all five Supervisorial Districts .
For that Advisory Fire Commission, each Supervisor has one seat and
the Internal Operations Committee recommends appointments for the
other two at-large seats .

Dear Jeff,
For many years the Board of Supervisors and the Moraga
Town Council have worked together to ensure that interested
qualified individuals are appointed as members of the Moraga Fire
Commission.
We are aware that changes in fire services have taken
place during the past several years, but feel that continuation of
the advisory Fire Commission for our district is--",an important part
of the public process. As you may know, three of the current
commissioners ' terms expired at the end of December 1994 .
In March and April of last year your Internal Operations
Committee outlined a process for appointment of new members to the
Moraga Fire Commission. Our letter of March 29 generally approved
the recommendations of the I/O committee, but did ask that the
Board, through the County Administrators office, attempt to hold
interviews within the District.
The Town Council has asked that I write this letter
requesting that recruitment for fire commissioners be undertaken
immediately. It is evident that interviews for these positions are
necessary. We stand ready to assist the County Administrator' s
office in arranging for meeting locations , advertising, and other
administrative chores in order to accomplish the appointment of
sufficient members to the Moraga Fire Commission so that the
Commission remains at full strength.

recognizing the importance our community places on this advisory
commission.

Dear Jim,
As you may know, at the end of the calendar year,
1994 , there are three commissioners on the Moraga Fire
Protection District Board whose terms have expired.
They are Commissioners Comerford, Tibbitts and Borrelli.
Fire Chief Alan Little has indicated that the County is
aware of the need to fill these positions, but as yet
nothing has been done. Art Comerford's term actually
expired in 1993, but because no action has been taken,
he continues to serve. Walt Tibbitts and I have decided
we would like to step down, but are also willing to stay
until new appointments are made.
Walt represents the unicorporated area of the District,
so his position is filled by the Board of Supervisors.
He has not been informed as to when that might take place.
I want to inform the Town Council of my situation, so that
if the process should begin soon, you will know of my
desire to retire after having served two complete terms.
I have enjoyed my tenure on the Fire C^.dap-3 Ssion, and I am
very proud of our Fire District. I realize there could be
some major changes in the future. I would hope that I
would be called on to remain involved in some way, but I
also think that it may be time for someone else to be
appointed to the Commission. Please call me if you have
any questions.
