Bragdon - s` County Director of Community Development r" ` DATE: April 25, 1995 SUBJECT: Approval of certain Community Development Block Grant (CDBG) Program Project Agreements, FY 1995/96 SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director Redevelopment or his Designee to execute the following CDBG Program Project Agreements gwith payment limits as indicated on Exhibit A, during the period beginning April 1, 1995 and ending April 30, 1996. FISCAL IMPACT None (100% U.S. Department of Housing and Urban Development funds) BACKGROUND/REASONS FOR RECOMMENDATIONS .The Community Development Block Grant is Federally funded at no cost to the County. The programs described below implement some of the goals and objectives described in the County's final statement of Community Development Objectives and Projected use of funds approved by the U.S. Department of Housing and Urban D;'evelopment. Diablo Region/Delta Family YMCA $ 10,000 21-81 St. Vincent De Paul Society of Contra Costa County $ 5,000 21-83 West Contra Costa outh Services Bureau $ 10,000 21-85 Independent Living Resoucces of Contra Costa 10,000 TOTAL $454,225 21-21 United Council of Spanish Speaking Organizations, UCSSO Computer Translation Center Funds are provided as a loan to UCS,SO to start up a for-profit computer translation business to create job for three low-income individuals in East Urban County. 21-22 Rubicon Programs Inc., Rubicon Bakery Funding provides for additional equipment for the catering and bakery process, allowing for various new products necessary for business expansion. The expansion will allow for the training and hiring of five additional homeless, disabled, and low income persons. 21-24 St. Vincent De Paul, Employment Leasing Project will create seven jobs for low-income persons in East Urban County through supported employment opportunities. 21-27 Neighborhood House of North Richmond, Neighborhood House of North Richmond Urban Garden Project will create 14 jobs for low-income residents of North Richmond by providing training in urban farming skills. 21-29 Contra Costa Child Care,Council, Child Health & Nutrition Program-Expansion Funds will be used to provide nutritional information, technical assistance and training to 800 family day care home child care providers Countywide. 21-31 Boys & Girls Club of Martinez, Inc., Boys & Girls Club Gym Floor/Roof Funds will be used to repair gymnasium floor and roof. 21-32 Housing Authority of the County of Contra Costa, Mt. View House Play/Safety Improvements Play yard infrastructure improvements will be accomplished with these funds 21-35 City of San Pablo, Handicap Ramps-Old Town Phase H Funding for this project will continuell construction of handicapped ramps in the Old town are of the City of San Pablo. 21-36 Knightsen Town Advisory Council, Knightsen Fire Hydrant Project Project will provide funding for the installation of three donated fire hydrants in the East County town of Knightsen. 21-40 Mt. Diablo Unified School District, Family Self Sufficiency Funds are for rehabilitation of a donated school district building for a for a family service center in Bay Point. 21-42 City of Orinda, Handicapped Accessibility Improvements Orinda Community Center Funds will be used for continued improvements to make the Community Center accessible to persons with disabilities and bring the building into compliance with the Americans with Disabilities Act. 21-45 New Connections, Delinquency Diversion Project Funds will be used to provide transitional services to 20 juvenile offenders with substance abuse and gang problems. 21-47 Loaves and Fishes of Contra Costa, Martinez Loaves and Fishes Funds will be used to support operating costs of this program which provides free meals to homeless and low-income individuals and families. 21-49 Ombudsman Services of Contra Costa, Ombudsman Services of Contra Costa Funds will be used to support operating costs of this program which provides programs training to volunteers for certification to act as advocates for the frail elderly and dependent adults in nursing homes and residential care. 21-50 Boys and Girls Club of Martinez, Boys & Girls Club program Director Funds will be used to support operating cost of this program which provides programs to low/moderate income children that promote health, social, cultural, educational, vocational, and character development. 21-56 Family and Community Services of Contra Costa County, Retired & Senior Volunteer Program Funds for this project will be used to expand volunteer recruitment efforts of seniors in East County for the School Volunteer program, which uses volunteers as tutors, ESL instruction and various other school activities. 21-61 Diablo Valley AIDS Center, DVAC Food Services Project Funds will be used to support operating costs of this program which provides free groceries to HIV positive Urban County residents and their dependent children. The program provides a weeks supply of consumable groceries. 21-68 Ambrose Recreation and'Park District, Bay Point Youth Advisory Council Funds will be used to support operating costs of this program, which will provide after-school and early evening educational and recreational programs to at-risk youths. 21-73 Los Cenzontles Mexican Arts Center, Mexican Art Center Funds will be used to support operation of this program, which provides cultural education and activities to the community with an emphasis on at-risk youth. 21-74 Mt. Diablo Region/Delta Family YMCA, Midnight Basketball League Funds will be used to support operations of this program, which provides recreational basketball with required educational, employment and health components for at risk young adults. 21-81 St. Vincent De Paul Society of Contra Costa County, St Joan or Arc Conference Housing Fund Funds will be used to provide assistance to persons and families who are at risk of becoming homeless by providing funds to maintain housing. 21-83 West Contra Costa Youth Services Bureau, HOMEBASE Funds will be used to support operations and transportation cost of this program which provides a safe haven for at risk youths by offering recreational and mentoring activities. 21-85 Independent Living Resources of Contra Costa, Employment for People with Disabilities Funds will be used to support the operation of this program, which incorporates outreach to major employers for the purpose of hiring qualified disabled persons.
