I. RECOMMENDED ACTION:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical
Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications
for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT:
The estimated project cost is $380,000, funded by Developer Funds(100%).

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes signalization of the intersection of Vintage Parkway and State Route 4 and
necessary pavement widening.
It is needed to provide protected turning movements at the intersection.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because the project involves minor alteration of an existing roadway.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.

significance of the project represented by your pending application bearing County File Number CP 93-50 -
VINTAGE PARKWAY/STATE ROUTE 4 TRAFFIC SIGNAL. In conformance with Contra Costa County Guidelines
for implementing the California Environmental Quality Act of 1970 (CEQA), it has been determined that your
project will not have a significant effect on the environment. Your project falls within the following category:

The project will not have a significant effect on the environment. The recommendation is based on the
following summary:
1. The project involves the minor alteration of an existing facility, involving negligible expansion of use
beyond that currently existing. No scenic resource, including a stand of trees, a rock outcropping,
or an historic building will be removed as a result of the project.
2. The project will require the removal of approximately three old orchard trees on the south side of
State Route 4 and some oleander bushes on the northwest side State Route 4. Removal of the
trees and the bushes does not constitute a significant aesthetic impact.
3. Some of the businesses on two parcels fronting State Route 4 will lose some parking spaces as a
result of the road widening. The Round Table Pizza business located on parcel number 037-200-
002 will lose approximately nine parking spaces, however the parking spaces will be replaced by
paving and striping an unpaved area of the northeast corner of the parcel. Less than 30 parking
spaces will be lost from the shopping center which includes Centro Mart, Ernie's Hot Dogs, and
various other businesses set back from the roadway on parcel number 037-200-003. Approximately
167 parking spaces remain on the parcel, which is sufficient for the businesses which have a
combined area of 31,445 square feet.
4. Right-of-way from a few parcels along State Route 4 will need to be acquired for the road
widening. Acquisition of the property west of the intersection for right-of-way was addressed in the
January 1993 Negative Declaration for the State Route 4 widening project between Empire Avenue
to Vintage Parkway.
What changes to the project would mitigate the identified impacts (list mitigation measures for any
significant impacts and conditional negative declaration).

GENERAL CONSIDERATIONS:
1. Location: The location of the project is at the intersection of State Route 4 and Vintage Parkway
in the Oakley area of East Contra Costa County (see Figures 1 and 2).
2. Project Description: The project consists of the installation of a traffic signal and widening of State
Route 4 at the Vintage Parkway intersection. The signal will include exclusive left turn movements
from a left turn pocket on eastbound State Route 4 and will be designed to allow other protected
turning movements when necessary. The project is needed due to the increase in traffic volumes
at the intersection. The roadwav will be widened from its current width of 48 feet to approximately

84 feet at the intersection, with tapers extending approximately 625 feet to the west and 515 feet
to the east of the intersection. For approximately 160 feet east and west of the Vintage Parkway
center line, there will be two through lanes in each direction. Beyond the 160 feet in each direction
the lanes will be tapered to one lane in each direction. The road widening to the west conforms
with the widening of State Route 4 between Empire Road and Vintage Parkway. Curb ramps will
be installed as required by Caltrans and will conform with the requirements set forth in the
Americans with Disabilities Act.
There will be minor work performed on the existing storm drain system. The project will require
relocation of various utility poles and water meters by the appropriate utility company. Several
signs, including some with large concrete bases, will be relocated due to the widening. An unpaved
area on the Round Table Pizza lot will be paved and striped for parking spaces to replace parking
spaces lost as a result of the project.

SUBJECT: MANDATORY REFERRAL FOR GENERAL P CONFORMANCE
Community Development staff has reviewed the attached project CP 93- to determine if
mandatory referral for General Plan Conformance, as required by Section 65402 of the Government
Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the following
actions:
( ) This project has been determined to be exempt from 65402 review.
(4' This project has been determined to be exempt from 65402 review in accordance with
the Board of Supervisors Resolution 81/522 because the project involves a road alignment
project of a minor nature.
( ) This project should be referred to the City of for 65402 review.
( ) Community Development staff makes the following attached recommendation which
should be incorporated into the staff report on this matter.
The project needs mandatory referral and County staff will process this project in the following manner:
