SUBJECT: Acceptance of Grant from the Northern California Disaster
Preparedness Network
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize Director, County Office of Emergency Services, to accept grant
in the amount of $34, 174 from the Northern California Disaster
Preparedness Network to assist non-profit, community-based organizations
to develop disaster preparedness, response and recovery plans.
BACKGROUND
The Northern California Disaster Preparedness Network is a community
partnership formed by the United Ways of the Greater Bay Area and the
American Red Cross Northern California Earthquake Relief and
Preparedness Project. The Network is funded by the American Red Cross
from its Northern California Disaster Relief and Preparedness Fund. The
Network offers grants to public and non-profit agencies for projects
designed to improve their capability to respond to a major disaster and
to create models for cooperative disaster preparedness, planning,
response and recovery.
The County Office of Emergency Services has received approval of a grant
request to initiate a planning project which will involve assessing the
needs and resources of non-profit community based organizations within
the county and establishing a structure of such organizations in
partnership with County OES and the American Red Cross. The plan will
consider the current levels of cooperation among agencies, determine the
specific capacities of agencies and communities and design a system to
meet the unique needs of special populations following a disaster.
Currently most community based organizations do not have disaster
preparedness plans, information on special needs populations, training
in disaster response or the resources for sustained and coordinated
disaster preparedness.
A steering committee, consisting of representatives from the various
community based organizations will be established to coordinate disaster
preparedness among the organizations and with the County OES and the Red
Cross.
This grant will fund the initial six month planning effort. An
additional grant will be requested for implementation of the plan. For
the initial six month grant period, County OES will contribute in-kind
services of staff time and office space.
