SUBJECT: APPROVE SUBMISSION OF A PROPOSAL TO MONTEREY PENINSULA GOLF FOUNDATION
TO ASSIST IN THE PURCHASE OF BALBOA SCHOOL.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
APPROVE submission of a application for funding to the Monterey
Peninsula Golf Foundation for assistance in funding for the
acquisition of Balboa Elementary School from the West Contra Costa
Unified School District. The application will be in the amount of
$100,000 .
AUTHORIZE the Director, Community Services Department, or her
designee, to sign application documents on behalf of the County.
II . FINANCIAL IMPACT
None.
III . CONSE UENCES OF NEGATIVE ACTION
A decision not to approve this application could result in loss of
expanded Head Start services to the low income families and
children in the Richmond/Berkeley area.
IV. REASONS FOR RECOMMENDED ACTION
In collaboration with the East Bay Community Foundation, which
has agreed to assist in this project through acquiring and
managing donated foundation funds, Community Services Department
is seeking funding for the purchase of Balboa Elementary School
in the city of Richmond.

On December 6 , 1994 , the Board of Supervisors authorized the
Director of General Services to execute an agreement with the
West Contra Costa Unified School District to lease purchase the
Balboa School Site. The County will utilize restricted Capitol
Projects bond proceeds to make a $400,000 initial payment and
receive an option to purchase for $450, 000 within a two-year
period for a total purchase price of $850,000 . Debt service
costs will be financed through a combination of Federal Depart-
ment of Health and Human Services and nonprofit corporation
grants and donations .
