SPARKS, DIRECTOR 1 Costa COMMUNITY SERVICES DEPARTMENT o :z Count DATE: APRIL 25/ 1995 SUBJECT: APPROVE SUBMISSION OF PROPOSALS TO FOUNDATIONS TO ASSIST IN THE PURCHASE OF BALBOA SCHOOL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION APPROVE submission of applications for funding to foundations for the acquisition of Balboa Elementary School from the West Contra Costa Unified School District; AUTHORIZE the Director, Community Services Department, or her designee, to sign application documents on behalf of the County. II . FINANCIAL IMPACT N/A. III . CONSEQUENCES OF NEGATIVE ACTION A decision not to approve this application could result in loss of expanded Head Start services to the low income families and children in the Richmond/Berkeley area. IV. REASONS FOR RECOMMENDED ACTION At this time there is no Head Start Program available for residents of the area' between Berkeley and Richmond - a region that is heavily impacted by poverty and unemployment. The Board of Supervisors on December 6, 1994, authorized the Director of General Services to execute an agreement with the West Contra Costa Unified School District to lease purchase the Balboa School site. The debt service costs will be financed through a combination of Federal Department of Health and Human Services and nonprofit corporation grants and donations . Without funding from outside sources we will be unable to complete this project. The East Bay Community Foundation has agreed to assist in the project by acquiring and managing donated foundation funds . It is our intent to develop the Balboa site into a Neighborhood Services Mall where family and child based services, health services, and employment training could be obtained under one roof.
