SUBJECT: Reclassification - Fire Captain/Paramedic
This is to request reclassification of Fire Captain position #004
to Fire Captain-Paramedic.
Background: The Moraga Fire Protection District has maintained
four Paramedics on each shift to provide staffing for the ALS
unit and back-up coverage. The rank of the positions classified
as Paramedics for this purpose has varied, depending on the
availability of personnel with Paramedic certification.
We recently had a Firefighter-Paramedic resign, leaving us short
one Paramedic on B Shift. At the same time, we have one Fire
Captain, Ed Borden, who is a currently certified Paramedic but
has not been part of the Paramedic staffing plan and whose
position was not classified as a Paramedic . All other currently
certified Paramedics are part of the Paramedic staffing plan and
are classified and paid in Paramedic positions . Thus, the only
immediate option to fill the gap in our Paramedic staffing is to
use Captain Borden and reclassify his position to Fire Captain-
Paramedic.
There is, however, no Fire Captain-Paramedic eligible list so we
are requesting authority to make the reclassification under the
provisions of MOU Section 15 . 3 - Suspension of Competition. We
have met and conferred with Local 1230 and have reached agreement
that this reclassification is appropriate under this MOU section
in these unusual circumstances .
1 . We are not short of Fire Captains so this reclassification
does not deny a promotional opportunity to other employees .
2 . All other currently certified Paramedics are classified as
such so the reclassification does not deny access to the
Paramedic pay differential to other employees .

Action Requested
A P-300 is attached to accomplish this reclassification. The
requirements of the MOU section are all met. Captain Borden has
regularly been performing paramedic duties for approximately 10
years .
The requested effective date is November 1, 1994 . The
resignation which created this situation was effective October
23, 1994 ; our active consideration of increasing Captain Borden' s
salary in this way began immediately, so we believe retroactivity
to this date is appropriate.

SUBJECT: Fire Captain Paramedic Effective Date
In your memo of March 23 , 1995 you requested an effective date of
November 1, 1994 for the reclassification of Fire Captain Ed Borden
to Fire Captain - Paramedic.
Your request and proposed effective date have been carefully
reviewed. The Human Resources Department understands the reasons
you wish this action back dated and are willing to request that the
Board of Supervisors make this action effective April 1, 1995.
Captain Borden has in fact been in an acting capacity as a Fire
Captain - Paramedic. During this time, he has received the 20 per
. month differential given to employees represented by Local 1230 in
leu of being eligible for acting pay.
