HEALTH ADVISORY BOARD
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
1. ACCEPT the following resignations from the Public and Environmental Health Advisory
Board:
♦ Vicki Harrington, R.N., At-large representative
♦ Joseph Hafey, At-large representative
♦ Richard J. Jackson, M.D., M.P.H., representing the State Department of Health
Services
♦ Carolyn Robinson, Hazardous Materials Commission representative
2. DETERMINE that one of the three seats designated for a Hazardous Materials Commission
representative be converted into a seat for a Labor Representative. When PEHAB was first
formed in 1986, the Board Order specified that three PEHAB members would be selected
from the Commission, representing industry, labor and environmental organizations.
Historically, it has been difficult to fill the position representing labor, particularly due to
the time commitment involved in being an active member of both commissions. We are
confident that we will be able to fill the Labor Representative position with someone with
a strong background and interest in public health and labor issues. PEHAB will continue
to maintain a collaborative relationship with the Commission through the other Commission
representatives, and through joint projects that the Commission and PEHAB have worked .
on and continue to develop.
3. APPOINT the following applicants to the Public and Environmental Health Advisory
Board. Please see the attached applications for more detail on the qualifications of these
candidates.
*Representing the Hazardous Materials Commission:
Scott A. Anderson -- Mr. Anderson has served as an alternate member on PEHAB,
representing industry. He is a Community Outreach Manager with Dow Chemical, and is
also a member of the Hazardous Materials Commission. Mr. Anderson is a resident of
Antioch, and is active in a number of civic organizations as well as serving as a trustee of
Mt. Diablo Medical Center.

♦Representing Labor:
Donna Gerber -- Ms. Gerber has served as an alternate member on PEHAB, representing
labor, and was originally recommended by Carolyn Robinson. She is a Union Representative
with the California Nurses Association, and has worked on health care issues since 1981.
Ms. Gerber is also active with the County's Central Labor Council, and is particularly
interested in family and women's health. As an alternate member, Ms. Gerber has
successfully combined her labor background with her interests in public health to provide a
unique perspective on the Board. She is a resident of Walnut Creek.
,*Representing Private Medical Community:
Doris G. Kinsley, M.A. -- Ms. Kinsley is the Director of Managed Care Contracting at San
Ramon Regional Medical Center, and is very interested in family and community health. She
has a strong background in managed care, and is an active community member, having joined
several civic organizations and health planning organizations. She is a resident of San
Ramon.
*At-large Representative:
Michele Thompson, M.B.A. -- Ms. Thompson has worked for over 14 years as a health care
executive in Cook County, Illinois. She relocated to this area last year, and is seeking
employment in health care management. Ms. Thompson has a strong background in managed
care, and is particularly interested in addressing the public health needs of minority
communities and in AIDS prevention, having served as a member of the AIDS Task Force
of Chicago. She is a resident of Danville.
♦At-large Representative:
Thomas Zimmerman, J.D. -- Mr. Zimmerman has a joint background in law and medicine.
He worked for many years as a Preventive Medicine Technician with the U.S. Navy, and is
currently employed by the Law Firm of Coker and Ramirez in Pittsburg. He is particularly
interested in environmental law and in risk management consulting for hospitals and other
health care providers. Mr. Zimmerman also serves as a Visiting Instructor for Southern
Illinois University Extension Program, and is a resident of Pittsburg.
II. FINANCIAL IMPACT:
None.
111. REASON FOR RECOMMENDATION:
The Public and Environmental Health Advisory Board (PEHAB) is a 19-member board appointed
by the Board of Supervisors in 1986 to advise the Health Services Department on community needs.
It is a community-oriented board which seeks diverse representation from West, Central and East
County and includes key constituents of the Contra Costa community: older adults, children,
business/industry, environmental organizations, labor, and consumers. Health professionals from the
local voluntary agencies, medical provider community, State Department of Health Services, and the
U.C. Berkeley School of Public Health join the constituent members to provide a board that has both
broad community knowledge and health expertise.
PEHAB's mission is to consider public health issues in the broader context of general public and
environmental health, and to create a bridge between the Health Services Department/Public Health
Division and the communities they serve. PEHAB achieves this mission by anticipating emerging
health issues, focusing public health interventions in communities with the greatest need, and
advocating for policies, services and prevention programs that will improve the community's health.
Attached for your information is a current PEHAB membership list. These applicants fill five of
the current vacancies on the Board.
