SUBJECT: CONTRACT FOR ALTERNATIVE MANAGEMENT PRACTICES AND VEGETATION ALONG
ROADS, SAN PABLO AND BRIONES RESERVOIR REGION(0929-6x7094)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. Recommended Action:
ENDORSE the implementation of a pilot program designed to reduce erosion and herbicide use by
employing alternative vegetation management practices along roadsides and their adjacent slopes;
APPROVE AND AUTHORIZE the Public Works Director to execute a contract for the Clean Water
Program with Baefsky & Associates in the amount of $64,157 for the design, establishment, and
maintenance of vegetation test plots to total one mile along San Pablo Dam and Bear Creek Roads.
11. Financial Impact:
No impact to General Fund. Contract is funded with storm water utility fees collected by the Contra
Costa Clean Water Program.
III. Reasons for Recommendations and Background:
The San Francisco Regional Water Quality Control Board is requiring the Contra Costa Clean Water
Program to work with East Bay Municipal Utility District (EBMUD) to prevent pollutants from entering
EBMUD's San Pablo and Upper San Leandro reservoirs. There is no commercial, residential, or
industrial development in the unincorporated areas around the reservoirs, but there are County
maintained roads. EBMUD is concerned that herbicides sprayed along the road will migrate to the
drinking water in the reservoirs. Spraying of herbicides and pesticides along the roadside is done for
fire prevention and rodent control which can lead to road deterioration.

Baefsky&Associates are being contracted with to develop vegetation test plots that would meet
the Clean Water Program's and EBMUD's concerns over herbicides and excessive sedimentation
and erosion from the adjacent land. The test plots, to be located along Bear Creek and San
Pablo Dam roads, will study alternative vegetation management practices. If time and money
permit, additional plots will be developed upslope from the road.
The Contra Costa Clean Water Program has agreed to fund the work performed by the
consultant. In addition to establishing the test plots, the consultant has agreed to write up his
findings in a "how-to" manual for use by Clean Water Program representatives (17 cities, the
Flood Control District and unincorporated County) to help them reduce herbicide and
sedimentation runoff on their roads. Funding from the Clean Water Program to continue the study
for another two years, as originally envisioned by the consultant and EBMUD, may or may not be
approved.
IV. Consequences of Negative Action:
The San Francisco Regional Water Quality Control Board may decide that the County is not
cooperating with EBMUD and therefore out of compliance with its Municipal NPDES Stormwater
Permit. Under this permit, the Regional Board has the authority to fine the County up to
$25,OOOJday for non-compliance or require the County to perform less desirable activities.
