IN THE MATTER OF DECLARING THE RESOLUTION No. 9-5/165
WEEK OF APRIL 24TH, 1995 AS
"OZONE REDESIGNATION WEEK"
WHEREAS, The Bay Area Air Quality Management District (BAAQMD) , the
Metropolitan Transportation Commission (MTC) and the Association of Bay
Area Governments (ABAG) have jointly requested the Federal Environment
Protection Agency (EPA) to officially recognize the Bay Area as being in
"attainment" of the strict federal health standard for ozone, a major
component of "smog"; and
WHEREAS., over the past 30 years, the Bay Area' s air quality has so
improved that the Federal Environmental Protection Agency is preparing
to grant this request on April 24, 1995; and
WHEREAS, this redesignation will make the Bay Area the largest
metropolitan area in the entire nation to have achieved this status; and
WHEREAS, businesses, residents and governments in the San Francisco Bay
Area have done an excellent job over the years working together to clean
up our air. In fact, through the outstanding efforts of the Bay Area Air
Quality Management District, the Bay Area has been a leading force in the
field of air pollution control and has implemented some of the most
stringent and effective control programs in the world; and
WHEREAS, the federal government will no longer have to duplicate the
oversight role already being accomplished effectively by the state; and
WHEREAS, Contra Costa residents and businesses, in addition to the
obvious benefits of cleaner air to breath, will be relieved of potential
sanctions that can be imposed for being in "non-attainment" such as
higher gas taxes and bridge tolls on every resident who drives a car; and
WHEREAS, the entire Bay Area will be recognized for our long-standing
efforts that resulted in such dramatic improvement in air quality; and
WHEREAS, even though federal ozone standards have been met, work will
continue to meet more strict state standards. Government, business and
the public must continue to do their part to implement all feasible
measures in the future to make progress toward attainment of the state
ozone standard, and even cleaner air:
