SUBJECT: Contract Award Recommendation: Olympic Boulevard Widening Project,
Project No. 0662-6R4092-93, Walnut Creek area.
Specific Request(s)or Recommendation(s)&Background&Justification
RECOMMENDED ACTION:
AWARD the contract,subject to approval by Caltrans, for furnishing labor and materials for the subject project
to Ghilotti Brothers Construction, Inc., the low bidder, who has also met the requirements of the Disadvantaged
Business Enterprise Program, in the amount of$1,158,421.00 and at the unit prices submitted; and REQUIRE
the contractor to present surety bonds for Payment and Faithful Performance in the amounts of$ 579,210.50 and
$1,158,421.00, respectively.
DIRECT the Public Works Director to prepare the contract for the project.
AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject to the Director
having reviewed and found sufficient all required documents, including the contract signed by the contractor, the
aforementioned surety bonds, and a certificate of insurance.
DIRECT that, in accordance with the project specifications and/or upon the execution of the contract by the
Public Works Director, any bid bonds posted by the bidders be exonerated and any checks or cash submitted for
bid security be returned.
Pursuant to Public Contract Code Section 4114, the Board DELEGATES its functions under Public Contract
Code Sections 4107 and 4110 to the Public Works Director or his designee.
Pursuant to section 6705 of the Labor Code, the Board also DELEGATES to the Public Works Director or to
any registered civil or structural engineer designated by him the authority to accept detailed plans showing the
design of shoring, bracing, sloping or other provisions to be made for worker protection during trench excavating
covered by that section.
FINANC'IAI. TMPAC'T:
The project, including engineering and appropriate overhead charges, is funded by State and Federal Funds
(77%) and So. Walnut Creek AOB (23%).

The plans and specifications were approved and the project advertised for bids by the Board of Supervisors on
March 7, 1995. The bids were received and opened at 255 Glacier Drive, Martinez, California, on April 6,
1995. The construction bids received were as follows:

This is to confirm the notification regarding our concurrence to award your
project to Ghilotti Brothers Construction, Inc on the basis of their low bid of
$11158,421.00
After the contract has been awarded, we will need the following documents
and information:
• A copy of the executed construction contract between your agency and the
Contractor.
• The date the contract was awarded by the Board of Supervisors, and when
work will begin.
• A completed Project Advisory Letter (attached), including the name and
phone number of the Resident Engineer.
A preconstruction conference should be scheduled with the Contractor,
your Resident Engineer, and Waymen Lum of our Construction Branch. Mr.
hum should be contacted at (510) 286-6371 prior to scheduling the meeting since he
will monitor the construction phase of the project. Projects which involve State
highway work also require notification of the State's representative shown on the
encroachment permit.
