I 17 Contra n is TO: BOARD OF SUPERVISORS REVISED C1 JA% ,.. . ,� Costa ` w_ .O FROM: Mark Finucane, Health Services Director „�� County DATE: April 14, 1995 sT'�COLIK� SUBJECT: Use of the Hospital Property for Ground Breaiing Reception SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND.AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE use of the Merrithew Memorial Hospital property on Sunday, May 21, 1995, for an afternoon reception and fund raising benefit in support of the new hospital and the County's comprehensive health care system subject to full compliance with and acceptance of the below stated conditions by Local One, the Healthy Community Foundation and the Merrithew Education Fund. BACKGROUND/REASONS FOR RECOMMENDATIONS The Health Services Department has scheduled the official ground breaking ceremony for the new Merrithew Memorial Hospital for Sunday, May 21, 1995, at 1:00 p.m. The Public Employees' Union Local One is requesting use of the Redwood Grove area and adjacent parking lot on the hospital campus, at no cost, to host a reception immediately following the ground breading. Proceeds from the reception will support the continued efforts to build a fully integrated health care system and will benefit the Health Community Foundation of Contra Costa County and the Merrithew Education Fund. It is recommended that the use be authorized subject to full compliance with all of the following conditions: 1. A certificate of insurance for general liability in the amount of$1,000,000 naming the County as an additional insured is provided. 2. The area is cleaned and left in its original condition after use. 3. Security arrangements --to include crowd and traffic control --are made, in coordination with the City of Martinez Police and to the satisfaction of Hospital staff, to minimize disruption to ambulance traffic, inpatient visitors, and on-duty staff. 4. Noise control standards are met as set by the Health Services Department, in consideration of the hospital's neighbors and patients. 5. Additional parking is secured at Alhambra High School and the Martinez Adult School in order to minimize disruption to surrounding neighbors. 6. No alcoholic beverages are served. 7. Proceeds from and for the reception will only be used by the Foundation, Education Fund and Public Employees Union Local One to fund the costs of the reception (including transportation and to comply with this Order's conditions) but any proceeds in excess of reception costs may be used for non-profit public benevolent (charitable) purposes. None of the reception proceeds may be used for any non-charitable purpose including but not limited to any use requiring compliance with the provisions of the Political Reform Act of 1974 and/or County Ordinance Code Division 530. The attached letter outlines additional details regarding this request. Specifically, we would like to use the Redwood Grove area and adjacent parking lot on the hospital campus, free of charge, to host a reception and fund raiser immediately following the Department' s official ground breaking ceremonies for the new Merrithew. Pro- ceeds from the event will go to benefit the Merrithew Education Fund and the Merrithew Memorial Hospital and Health System Founda- tion. We are prepared to provide the following assurances around the proposed event: 1. A certificate of insurance for general liability in the amount of $1 million, naming the County as an additional insured. 2. Appropriate security arrangements made in coordination with the City of Martinez Police and hospital staff; crowd and traffic control to minimize disruption to ambulance traffic, inpatient visitors, and on-duty staff . 3 . Additional parking secured at Alhambra High School and the Martinez Adult School, in order to minimize disruption to surrounding neighbors. 4 . Compliance with noise control standards as set by the Department, in consideration of the hospital ' s neighbors and patients . 5. Thorough clean-up and return of the area to its original con- dition after use . Mark Finucane April 13, 1995 Page Two We are currently making plans -based on an estimated attendance of 1, 000 people. We are planning on making arrangements for catered food service, portable bathrooms, and shuttle bus service between outlying parking areas and the event. In accordance with County rules, no alcoholic beverages will be served. We would also like to provide some type of musical accompaniment, though it is under- stood that any such accompaniment would first need to meet with established noise control requirements .
