SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE project, and DETERMINE that the project is a California Environmental Quality Act
Class 1c, Section 15301(b)(3) Categorical Exemption, and DIRECT the Public Works Director to
prepare contract plans and specifications for construction, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk, and
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. Financial Impact:
The estimated cost of the project is $80,000 which will be funded by Transportation Development
Act (TDA) funds (79%) and the County Road Funds (21%).
There is no impact to the County's General Fund.
III. Reasons for Recommendations and Background:
The Delta Road Pathway project includes striping, paving, and 'nor shoulder work to construct
approximately 1,400 LF of pathway on both sides of Delta Rm the Knightsen Elementary
School to Knightsen Avenue. 7

The proposed project involves the construction of a pedestrian/bicycle pathway. Delta Road will be widened
approximately four feet on each side for about 1,400 feet to accommodate the pathway. The pathway
provides a link between the downtown area and the Knightsen Elementary School which is also used as a
community center. Subject project is located as follows: Delta Road is located in the unincorporated east
county area of Knightsen.
This project is exempt from CEOA as a:
Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section _
Declared Emergency (Sec. 15269(a)) _ General Rule of Applicability(Section 15061(b)(3))
Emergency Project (Sec. 15269(b) or (c))
Categorical Exemption, Class 1c Section 15301
for the following reason(s): The project will not have a significant effect on the environment.
The project consists of the minor alteration of existing conditions within the roadway right of way and
involves no expansion of use beydnd previously existing. No scenic resources will be removed as a result
of the activity. A tree may be trimmed on Delta Road for pathway clearance, however, it is not considered
a scenic resource.

Community Development staff has reviewed the attached project, CP 95- 1 q to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:

accordance with.the Board of Supervisors Resolution 81/522 because the
project involves a road alignment project of a minor nature.

The Contra Costa County Community Development Department has completed an initial study of the environmental
significance of the project represented by your pending application bearing County File Number CP 95-19 (Delta
Road Pathway). In conformance with Contra Costa County Guidelines for implementing the California
Environmental Quality Act of 1970 (CEQA), it has been determined that your project will not have a significant
effect on the environment. Your project falls within the following category:
(✓) AN ENVIRONMENTAL IMPACT REPORT (EIR) IS NOT REQUIRED.

( ) The CEQA requirements are accommodated by the EIR previously prepared for
