SUBJECT: EAST BAY CORRIDOR PROJECT
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATIONS:
1 . Confirm Supervisor Jeff Smith as the Board's representative on the East
Bay Corridor Council and Supervisor Jim Rogers as his alternate.
2 . Authorize expenditure of $10,000 to the East Bay Community Foundation as
the fiscal agent for the East Bay Corridor Project as the County's 1995
contribution to the Corridor's activities .
3 . Direct the County Administrator to work with the East Bay Corridor
Council and project staff to develop and seek sources of funding for
various Corridor public safety projects .
FINANCIAL IMPACT:
The $10,000 payment to the Corridor Project represents this County' s
contribution to pay for the basic administrative expenses of running the
project. All Corridor Council participating jurisdictions, including cities
and school districts, have been invoiced for their share.

REASONS FOR RECOMMENDATION/BACKGROUND:
The Board of Supervisors has already agreed to participate in the East Bay
Corridor Project sponsored by Assemblymembers Bates and Lee. In the past
year the governance structure of the Project has been reorganized to create
an East Bay Corridor Project Council made up of the two counties involved and
the cities and school districts in the western portion of both Alameda and
Contra Costa Counties . The current Corridor Council Roster is indicated on
a separate listing.
In the past year the Council has also developed and received from the U. S .
Department of Justice a $1 . 9 million Comprehensive Communities Grant which
will provide approximately $1 million dollars for community policing and
$900, 000 for other projects including a youth aftercare project for youths
coming out of the Boys ' Ranch at Byron as well as the development of a drug
court for the Bay Municipal Court District. Both of these projects are in
the final planning stages . As soon as the final grant details have been
worked out with the U. S. Department of Justice, the project will be in a
position to begin to release money for those projects ready to be
implemented. Continued County participation in the Corridor Project
increases the likelihood of securing funding for needed public safety and
delinquency prevention projects in the western portion of the County.
