SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to File a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filling of the Notice of Exemption. II. Financiallmpact: The estimated project cost is $100,000, funded by Road Funds (100%). There is no impact to the General Funds. III. Reasons for Recommendations and Background: The project includes removing the existing warning flasher and installing a traffic control signal system. A traffic signal is needed to assign the right of way to vehic passing throuaq this intersection. Reasons for Recommendations and Background: (Continue) A traffic control signal system at this intersection will assure the orderly flow of traffic through this intersection. The EI Sobrante Traffic Advisory Committee and the Hilltop Drive Citizens Advisory Committee have reviewed and support the installation of this traffic control signal. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because the project consists of the minor alteration of an existing traffic control system per Section 15301 of the CEQA Guidelines.
