The San joaquins, operated by AMTRAK under a subsidy from the State of California, currently provides four daily trips between Bakersfield and Oakland. Two years ago the Board of Supervisors appointed then-Supervisor Tom Powers as Contra Costa County's representative to the San Joaquin Rail Task Force and Harvey Bragdon, Director of Community Development, as the alternate. The appointment once held by Supervisor Powers is now vacant and the January 10, 1995 Board Order on committee assignments did not address this vacancy. Supervisor Doug Vagim, Fresno county Board of Supervisors, who chairs San Joaquin Rail Task Force Steering Committee, has recently sent a memorandum to member counties encouraging continued support and participation on the steering committee. The Transportation Committee has reviewed the matter of continued participation on this advisory body and believes it is important for Contra Costa County to maintain an interest in passenger rail service between the County and communities in the San Joaquin Valley. It is noted, however, that Contra Costa County has not been an active member of the steering committee due to the inconvenient time and location of meetings and agenda matters have focused exclusively on service within the San Joaquin Valley. Therefore, the Transportation Committee recommends that an At-Large Citizen Representative be appointed as Contra Costa County's representative on the Caltrans Rail Task Force. The At-Large Citizen Representative and Alternate would be designated to represent the Board of Supervisors on matters relating to Caltrans Rail Task Force and provide periodic reports via the Transportation Committee to the Board of Supervisors. The position would be unpaid and voluntary. The Transportation Committee proposes to solicit Statements of Qualifications from interested County residents, develop a candidate list, interview prospective candidates, and then recommend an appointee and alternate to the Board of Supervisors for approval.
