Authorize Transportation Committee to * initiate process for
appointment of At-Large Citizen Representative for Contra Costa
County on the Steering Committee of Caltrans Rail Task Force.
FISCAL IMPACT
None. Proposed appointment is a voluntary, unpaid position.
BACKGROUND/REASONS FOR RECOMMENDATIONS
For a number of years Contra Costa County has been a member on the
Steering Committee of Caltrans' San Joaquin Rail Task Force. This
advisory body was formed in 1987 by counties in the San Joaquin
Valley and the Bay Area to provide a forum for improving the
intercity rail service known as the San Joaquin route. This body
has been mainly focused on establishing a direct rail connection to
Sacramento on all San Joaquin trains and eventually extending
service from Bakersfield to Los Angeles.

The San Joaquin route extends 312 miles between Bakersfield and
Oakland with 13 intermediate stops, including Antioch, Martinez,
and Richmond. The San joaquins, operated by AMTRAK under a subsidy
from the State of California, currently provides four daily trips
between Bakersfield and Oakland.
Two years ago the Board of Supervisors appointed then-Supervisor
Tom Powers as Contra Costa County's representative to the San
Joaquin Rail Task Force and Harvey Bragdon, Director of Community
Development, as the alternate. The appointment once held by
Supervisor Powers is now vacant and the January 10, 1995 Board
Order on committee assignments did not address this vacancy.
Supervisor Doug Vagim, Fresno county Board of Supervisors, who
chairs San Joaquin Rail Task Force Steering Committee, has recently
sent a memorandum to member counties encouraging continued support
and participation on the steering committee.
The Transportation Committee has reviewed the matter of continued
participation on this advisory body and believes it is important
for Contra Costa County to maintain an interest in passenger rail
service between the County and communities in the San Joaquin
Valley. It is noted, however, that Contra Costa County has not
been an active member of the steering committee due to the
inconvenient time and location of meetings and agenda matters have
focused exclusively on service within the San Joaquin Valley.
Therefore, the Transportation Committee recommends that an At-Large
Citizen Representative be appointed as Contra Costa County's
representative on the Caltrans Rail Task Force. The At-Large
Citizen Representative and Alternate would be designated to
represent the Board of Supervisors on matters relating to Caltrans
Rail Task Force and provide periodic reports via the Transportation
Committee to the Board of Supervisors. The position would be
unpaid and voluntary.
The Transportation Committee proposes to solicit Statements of
Qualifications from interested County residents, develop a
candidate list, interview prospective candidates, and then
recommend an appointee and alternate to the Board of Supervisors
for approval. Attached is a draft announcement which describes the
duties and responsibilities of the At-Large Citizen Representative.

SUBJECT: At-Large Citizen Representative for Contra Costa County on the Steering
Committee of the Caltrans Rail Task Force
The Board of Supervisors' Transportation Committee is currently seeking qualified
candidates to serve, both an At-Large Citizen Representative and Alternate, to represent
Contra Costa County on the Steering Committee of the Caltrans Rail Task Force. The
At-Large Representative primary responsibilities are to attend and represent Contra
Costa County's interests at the Steering Committee of the Caltrans Rail Task Force and
provide periodic reports to the Board of Supervisors via the Transportation Committee.
The Alternate would participate on the Caltrans Rail Task Force in case of the
Representative's absence.

Caltrans' San Joaquin Task Force is comprised uf representatives of the twelve counties
currently served by the San Joaquin route, including Contra Costa County. The
purpose of the San Joaquin Task Force, which is made up of mainly elected officials, is
to advise Caltrans on matters relating to the development of intercity passenger rail
service in the San Joaquin Valley corridor. M datings of the Task Force are typically
scheduled every two months and the meeting; ',jcations are supposed to rotate cities
within the corridor.

San Joaquin Rail Task Force activities may include the following:
Review and take positions on proposed Caltrans actions related to
development of passenger rail service in the corridor;
Provide input to local Regional Transportation Planning Agencies (e.g.
Contra Costa Transportation Authority) and Metropolitan Planning
Organizations (e.g. Metropolitan Transportation Commission), regarding
community attitudes, positions, interests, or activities with potential impact
on passenger rail development activities of Caltrans;
Establish subcommittees to address key issues related to service on the
San Joaquin route.
If you know of any highly qualified County resident interested in being considered for this
two-year volunteer, unpaid position, please have them submit a one page Statement of
Qualifications (including name, address, and telephone numbers) to:

The Statement of Qualifications must be postmarked no later that May 12, 1995.
The Statement of Qualifications will be reviewed by the Board of Supervisors'
Transportation Committee. A candidates list will be developed and qualified candidates
will then be interviewed by members of the Transportation Committee. Ultimately, two
candidates for both the At-Large and Alternate positions will be selected and their names
will be forwarded by the Transportation Committee for formal appointment by the Board
of Supervisors.
The appointments will be for a two year term. The positions are voluntary and unpaid.
The appointees must legally reside in Contra Costa County and will be expected to
report on their activities to the Board of Supervisors via the Transportation Committee.
