Adopt this report of our Committee as the Board of Supervisors ' response to the Report of the 1994-1995 Grand Jury #9501, "Contra Costa County Commendable Cost Cutting-- Cutting the Fat. " 2 . Remove this item as a referral to our Committee. BACKGROUND: On January 31, 1995, the 1994-95 Grand Jury filed the above report, which was reviewed by the Board of Supervisors on February, 14, 1995 and was, subsequently referred to the Internal Operations Committee. On April 3, 1995 our Committee met to discuss the recommendations and review proposed responses . At the conclusion of those discussions, we prepared this report utilizing a format suggested by a former Grand Jury, which clearly specifies: A. Whether the recommendation is accepted or adopted; B. If the recommendation is accepted, a statement as to who will be responsible for implementation of a definite target date; C. A delineation of constraints if a recommendation is accepted but cannot be implemented within the calendar year; and D. The reason for not adopting a recommendation. The Board of Supervisors continue to seek out and abolish the kind of wasteful spending exhibited by the policies of Resolution 88/63 . RESPONSE: A. This recommendation is accepted. B. This process is on-going as noted in the recommendation. On February 28, 1995 the Board stepped up its efforts in this area by directing the County Administrator to initiate a county-wide effort to streamline policies, improve productivity and increase the economy and efficiency of County departments . RECOMMENDATION #2 . The Board of Supervisors seek these spending cuts as a priority above any further cutbacks in programs or positions . RESPONSE: A. This recommendation is accepted. B. Balancing the 1995-96 County Budget probably cannot be done solely by eliminating the type of wasteful spending referred to by the Grand Jury. However, all employees should be encouraged to bring examples of wasteful spending to the attention of their Department Head so the Department Head can evaluate whether the spending is, in fact, wasteful and eliminate the spending where this is possible, or bring the issue to the attention of the County Administrator if it is not within the ability of the Department Head to address . RECOMMENDATION #3 . Within 30 days, the County Administrator and the Board of Supervisors launch a formal investigation to identify those who have utilized the Resolution 88/63 policy, to determine if instances of double compensation have occurred and to seek corrective action. RESPONSE: A. This recommendation is accepted. B. The identification of those who used Resolution 88/63 was done last Fall at the request of Supervisor Torlakson. The results of that survey are attached. Only three employees actually took advantage of the Resolution and used any County hours to conduct business in their capacity as elected officials . We do not know whether any of the three were also compensated for those same hours by the agency of which they are elected officials . -2- COMMENT: The County Administrator and the Board of Supervisors could benefit greatly from outside review of County fiscal policies and spending. We suggest the Board of Supervisors create and empower an independent commission of private industry advisors and individuals familiar with public administration. This commission should review County fiscal policies and spending to make recommendations for change that will assist all the residents of the County to be assured that their tax dollar is well spent in Contra Costa County. RESPONSE: A. The Board wholeheartedly concurs with this comment. B. In addition to the Ad Hoc Budget Committee, on June 21, 1994, by suggestion of Supervisor DeSaulnier, the Board formed a group of private sector members: the Business Leaders ' Budget Review Task Force. The Task Force is comprised of major business and industry representatives and is to solicit input and ideas to assist the Board. Their charge is to review and comment on public service areas that need additional funding, areas that can be reduced in funding, and areas (non-mandated) that might be eliminated.
