SUBJECT: Board of.Supervisors' Endorsement of Earth Day On-Line '95
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation:
On the recommendation of Supervisor Gayle Bishop, the Board declares its endorsement of Earth Day on-
Line '95, a New Media High Tech.Arena. This endorsement is consistent with the Board's past support of
emerging technologies and the growing economic importance of the telecommunications industry in Contra
Costa County.
Backeround:
Contra Costa Earth Day has always been a showcase of emerging ideas and technologies that benefit the
environment and has always been indorsed by the Board of Supervisors. Contra Costa Earth Day, held at
the Concord Pavilion,Sunday, April 23, will inaugurate the 1995 Earth Day, going on-line for the first time
this year. The display will feature three main themes - 'Earth-Link', 'Info-Link' and 'Opinion-Link'. 'Earth-
Link' will enable visitors to interact with one another via the InterNET. 'Info-Line' will allow visitors to
search and retrieve vast amounts of environmental information in seconds. 'Opinion-Link' will enable visitors
to E-Mail live from Earth Day their elected representatives on pressing political and environmental issues.

Contra Costa Earth Day held at the Concord Pavilion, Sunday, April 23 will
go on-line via the InterNET and World Wide Web for the first time this
year. Earth Day celebrations will become a networked world wide event
via the InterNET. Visitors will be able to E-Mail their elected
representatives on the pressing political and environmental issues being
considered in Congress, and see demonstrations of the latest
telecommuting and other interactive technologies.
Walnut Creek's Ecology Information, Inc.,the non-profit sponsoring
organization of Contra Costa County Earth Day, has originated Earth
Day On -line `95, an exiting high-profile display of interactive
information technology that will feature demonstrations of'Tele-
Commuting', and the use of the InterNET's 'World Wide Web'. The
display will feature three main themes- 'Earth-Link', 'Info-Link', and
Opinion-Link'.

Earth-Link will connect computer-enabled Earth Days into a networked
world-wide event. Visitors will interact with one another via the
InterNET creating a powerful display that is symbolic of Earth Day's
commitment to raising global environmental awareness.
Info-Link will demonstrate the extensive resources available via the
lnterNET's World Wide Web. Visitors will be able to search and retrieve
vast amounts of environmental information in seconds using the latest
graphical technology.
The Opinion-Link component of Earth Day On-line '95 will enable visitors
to voice opinions on today's important environmental issues, and
communicate with their elected representatives via e-mail- live from
Earth Day.
Earth Day has always been a show case of emerging ideas and technologies
that benefit the environment. Earth Day On-line '95 makes an important
contribution to this effort by showing how today's hottest interactive
technologies are creating new opportunities for people to get involved in
community organizations and public policy making in the next century.
Don't miss Earth Day On-line '95!
Pacific Bell Telecommuting Group will provide a high speed digital network
(ISDN), its new technology that can carry more messages, including
graphics, sound, and video faster., and will provide speakers to talk about
their new technologies.
The Bay Area's only `green' radio station-LIVE 105-will be a sponsor of
Earth Day On-line `95 and some of their leading DJs will be there. Don't
miss Earth Day On-Line `95.
