Cote SUBJECT: Authorizing Execution of 1995 DTPA Title II-B SYETP Contract with Contra Costa County Office of Education (County #19-1201-0) SPECIFIC REQUEST(III)OR RECOMMENOATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, a standard form contract (County #10-1201-0) with the Contra Costa County Office of Education for operation of the County's 1995 Summer Youth Employment Training Program (SYETP) under Title II-B of the Job Training Partnership Act (DTPA) for the term beginning March 6, 1995 and ending September 30, 1995, with a maximum payment limit not to exceed $1,327,330 and subject to approval by County Counsel as the legal form. II. FINANCIAL IMPACT: None. One hundred percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By its action on January 31, 1995 the Board authorized execution of Contract #19-1200-0 with the Contra Costa County Office of Education for operation of the County's 1995 Summer Youth Employment Training Program (SYETP) under Title II-B of the Job Training Partnership Act (DTPA) for the term beginning October 1, 1994 and ending September 30, 1995, with a maximum payment limit of $1,454,299. However, due to action taken by the U.S. House of Representatives Appropriations Committee in late February in its proposed rescission which includes elimination of the funding for the 1995 SYETP, the Private Industry Council Executive Director notified the Contractor by letter dated February 24,1995 that Contract #19-1200-0 was terminated as of March 3, 1995. By means of State DTPA Information Bulletin Number 95-43 (dated March 16, 1995), Contra Costa County was notified that the U.S. Department of Labor had informed the State of California that it could issue funds for which they "had received obligational authority." The State announced its intention to make Fiscal Year (FY) 1994 Title II-B funds available. For Contra Costa County, this II-B allocation is $1,457,030. (An additional $404,831 in FY 1995 II=B funds will be made available on July 1, 1995 upon authorization from the U.S. Department of Labor). The Department of Labor has indicated that "while we recognize that the House Appropriations Committee has proposed elimination of all funding for the Title II- B Summer Youth Employment and Training Program (SYETP) for 1995, planning for the 1995 summer youth program needs to continue in the event that final action on Department of Labor appropriations allows the Title II-B program to go forward, Federal funds, expended prior to a notice by the Department of Labor of a rescission, which were provided to States to operate the 1995 summer youth program in accordance with the Service Delivery Area's job training plan will not be deobligated by the Department of Labor. Unexpended funds, including funds committed in contracts or other agreements, are subject to deobligation, subject to the Size of the rescission." Contractor is aware that operations under this contract are subject to immediate termination should Congress adopt the proposed rescission. To: BOARD OF SUPERVISORS Contra FROM: ,; Arthur C. Miner, Executive Director Contra Costa Count Private Industry-Council n"'Costa Y i'Y WUnt]/ DATE: March 23, 1995 SUBJECT: ACCEPTANCE OF PRIVATE DONATIONS FOR 1995 SUMMER YOUTH JOBS PROGRAM (SYJP) SPECIFIC REOUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: A. That the County Board of Supervisors accept the private donations for the purpose of generating summer jobs for unemployed youth in Contra Cost County; whereas such acceptance complies with California government Code Section 25355 and; B. To authorize the Executive Director of the Private Industry Council (PIC) to administer said funds for payment of wages and fringe benefits of youths hired temporary under the County's unsubsidized 1995 Summer Youth Jobs Program and; C. To authorize said Executive Director to execute non-financial worksite agreements with the Chevron Corporation and local State Employment Development Department (E.D.D.) offices; and to begin hiring youth on May 1, 1995, or thereafter, as temporary County employees, for subsequent SYJP worksite placements in supervised E.D.D. offices and Chevron Corporation offices, and if other funding becomes available, with PIC selected local public and/or non-profit private agencies and; D. To authorize said Executive Director to prepare a letter for all board members to sign expressing appreciation to private corporations/businesses for the continued support of the SYJP program and donation; and E. To endorse the "SYJP Kick-off Function" that will be held prior to program start-up, and; authorize the Executive Director to pay for the activity from donated funds and to prepare a letter for all board members to sign acknowledging parties who donated to pay for the kick-off. REASONS FOR RECOMMENDATION/BACKGROUND: The Contra Costa Summer Youth Jobs Program (SYJP) has provided summer jobs for 28,250 youth in the past twelve years. the county needs to support the partnership between the private sector and the Private Industry Council to ensure the welfare of unemployed youth during the summer.
