Recommended Action: APPROVE activity, and FIND that the activity, annexation of the Vintage Parkway subdivision street lights into County Service Area L-100, will not have a significant effect on the environment, and that it has been determined to be exempt from the California Environmental Quality Act under State CEQA Guidelines section 15061 (b)(3). DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financial lmpact: There is no impact on the General Fund. The annexation of the Vintage Parkway subdivision street lights into County Service Area L-100 will finance the ongoing maintenance and operation and initial illumination of the street lights. III. Reasons for Recommendations and Background: The new Vintage Parkway subdivision street lights were installed as a Condition of Approval for tracts 6452, 6576, 6577, 7089, 7193, 7229, 7372, and 7585. Annexation of these street lights into County Service Area L-100 (commonly known as the County-Wide Lighting Program) supplies the funding mechanism to provide for the initial energizing of the street lights as well as the ongoing operation and maintenance of these street lights. IV., Consequences of Negative Action: The Vintage Parkway subdivision street lights would not be energized, and there would not be a method established to fund the ongoing maintenance and operation of the street lights.
