SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director Redevelopment or his Designee to execute the following
CDBG Program Project Agreements with payment limits as indicated on Exhibit A, during the period
beginning April 1, 1995 and ending March 31, 1996.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The CDBG Program is Federally funded at no cost to the County. The agreements contained in this Board
Order are all continuation agreements of projects funded in the prior Program Year.

21-1 Pleasant Hill Redevelopment Agency, Housing Rehabilitation Loan Program
Funds will be used to support the Pleasant Hill Redevelopment Agency Owner-Occupied Housing
Rehabilitation Loan Program.
21-2 Pacific Community Services, Inc., Fair Housing Services
Funds will be used to identify problems of housing discrimination in the Urban County and to provide fair
housing counseling services to households experiencing discrimination in District V.
21-5 Housing Authority of the County of Contra Costa, Rental Rehabilitation
Funds will be used to support the Housing Authority Rental Rehabilitation Program. Program purpose: to
maintain the supply of affordable housing in the Urban County through the provision of zero and low-interest
rehabilitation loans to owners of rental units occupied by lower income households.
21-7 SHELTER Inc., Fair Housing Program
Funds will be used to identify problems of housing discrimination in the Urban County and to provide fair
housing counseling services to households experiencing discrimination in Districts I-IV.
21-9 City of San Pablo, Housing Rehabilitation and Neighborhood Preservation Program
Funds will be used to support the City of San Pablo Housing Rehabilitation Program. Program purpose: to
maintain affordable housing through the provision of zero and low-interest loans to low-income homeowners
and owners of rental housing affordable to lower-income households in San Pablo.
21-11 Contra Costa Legal Service Foundation, County Fair Housing Project
Funds will be used to identify problems of housing discrimination in the Urban County and to provide legal
services to households experiencing discrimination in the Urban County.
21-16 Family and Community Services of Contra Costa, In Home Care Registry & Training
Project funds operating costs to this non-profit organization which provides training and job placement to low-
income persons into positions as homecare workers throughout the Urban County.
21-17 Pacific Community Services Inc., Loan Packaging and Marketing
Funds for this project will provide for the marketing and packaging of loans to small businesses in the Urban
County. Loans are packaged for submission to the Small Business Administration. The project also funds
direct business loans to start-ups and on-going businesses.
21-23 Rubicon Programs Inc., Building Bridges
Project continues partial funding of operating costs for Rubicon's overall economic development strategy which
creates jobs within businesses owned and operated by Rubicon and in neighboring West County communities
for the homeless and disabled population.
21-25 City of San Pablo, Commercial Area Revitalization
Project will improve and upgrade the appearance of commercial properties in an effort to revitalize commercial
areas in the San Pablo Redevelopment Area.
21-26 Rubicon Programs Inc., North Richmond Enterprise Development
Project will create jobs for low-income persons in North Richmond by decreasing the risk of business
expansion through the provision of supported employment opportunities targeted to area residents. Program
works with County Redevelopment Agency to attract new businesses. (Formerly known as OPEN!)
21-30 Martinez Early Childhood Center, Site Repairs (including ADA requirements)
Funds will be used to complete building repairs to this public facility providing child care and developmental
programs.
21-33 Rehabilitation Services of Northern California, Mt. Diablo Rehabilitation Center
Funds will assist with renovations to enlarge this community facility to expand the Alzheimer Center.
21-43 Family Stress Center, Child Assault Prevention Program
Funds will be used to support operating costs of a school outreach program which educates children on child
assault and abuse issues and works with identified victims and their families in East, and Central County.
21-44 Family Stress Center, Child Parent Enrichment Program
Funds will provide in-home basic need services to pregnant women and families with young children who are at
high risk of child abuse and neglect in East and Central County.
21-46 Contra Costa Legal Assistance for the Elderly, Prevent Loss of Basic Needs
Funds will be used to support operating costs of this program which provides free legal assistance to the over 60
population of the Urban County. Services are focused on the frail elderly to prevent the loss of shelter, income ,
and medical care.
21-48 Contra Costa Conflict Resolution Panel, Community Mediation Project
Funds will be used to support operating costs of this program which provides conflict resolution and mediation
service to low-moderate income persons in conflict as an alternative to courts, law enforcement and
governmental means.
21-51 Center for New Americans, Multilingual Crisis Intervention and Support Services
Funds will be used to support operating costs of this program which provides multilingual assistance and
services to immigrants with the problems of assimilating into the American culture.
21-52 Center for New Americans, Multilingual Crisis Intervention and Support Services for North
Richmond
Funds will be used to support operating costs of this program which provides multilingual assistance and
service to immigrants with the problems of assimilating into the American culture specifically in the North
Richmond Laotian community.
21-53 Eden Council for Hope and Opportunity, Senior Home Equity Conversion
Funds will support counseling for elderly residents of the Urban County on the availability of Reverse Annuity
Mortgage programs, which allow seniors to receive monthly payments to supplement their incomes, based upon
the equity in their homes. Services to be provided in the elderly persons' homes.
21-54 Pleasant Hill Recreation & Park District, Senior service Network
Funds will continue this model program which provides supportive services to low-income elderly residents
from throughout the Urban County.
21-55 City of San Ramon, Villa San Ramon "ConServ" Program
Funds for this project will be used to subsidized the costs of congregate meals and other services for up to 25
very-low income seniors and disabled persons at Villa San Ramon.
21-57 Pacific Community Services Inc., Comprehensive Housing Counseling Services
Funds for this project provides individual Housing Counseling Services to low-income residents of the Urban
County, primarily in Supervisorial District V. Counseling areas include landlord tenant relations, fair housing,
mortgage default and delinquency, and other related areas.
21-58 Lions Blind Center, Independent Living Skills for the Visually Impaired
Funds for this project will be used to support operating costs of this program, which provides professional
services to teach skills for independent living to up to 50 newly blind and/or persons with sereve low-vision
problems.
21-59 Battered Women's Alternative, Teens Need Teens
Funds will be used to support operating costs of existing and expanded services of this program, which work
cooperatively with local schools to provide individual and group counseling to middle school teens effected by
violence. The program also educates youth on sexual violence issues, including date rape, and teaches
appropriate alternative behavior models.
21-60 East Bay Center for the Performing Arts, After School Outreach Program
Funds for this project will be used to support operating costs for after school programs in the Urban County
area of West County. In cooperation with local schools the program provides education in the Arts to low-
income children.
21-62 Rape Crisis Center, Sexual Assault Intervention/Prevention Program
Funds will be used to support operating costs of this program, which provides intervention and prevention
services to child and adult rape victims, and provides rape education and prevention programs in West, South,
and Central County.
21-63 Rape Crisis Center, Child Assault Prevention Program
Funds will be used to support operating costs of a school outreach program which educates junior and senior
high school students on child assault and abuse issues and works with identified assault victims and their
families in West, South, and Central County.
21-64 West Count Adult Day Care Center, West County Adult Day Care Alzheimer's Respite Care
Center
Funds will be used to support operating costs of this program, which provides adult day care program of
therapeutic and education activities, personal care and counseling for people with Alzheimer's and other frail
elderly of West County.
21-65 The Housing Authority of the County of Contra Costa, Emergency Shelter Program for Single
Adults
Funds will be used to support two shelter operations, which will allow the shelters to remain open an additional
one to three months.
21-66 West County Senior Services Network, Senior Escort Service
Funds will be used to support operating cost of this program, which provides transportation to low-moderate
income senior residents of West County who are unable to utilize transportation without assistance.
21-67 United Council of Spanish Speaking Organizations, Community Services Program
Funds will be used to support operating costs of this program, which operates service center in Brentwood and
Martinez. Centers provide information and referral for basic needs.
21-69 SHELTER Inc., Housing and Homeless Prevention
Funds for this project provides individual Housing Counseling Services to low-income residents of the Urban
County, primarily West and Central County. Counseling areas include landlord tenant relations, emergency
rental/mortgage assistance, homeowner assistance, and other related areas.
21-70 Catholic Charities' English Action Center, Family Literacy Project
Funds for this project will be used to support operations of this program, which provides language and literacy
skills to pre-literate limited English proficient adults and their children age 3-7 years old.
21-71 Northern California Family Center, Runaway Services
Funds for this project will be used to support operations of this program, which provides outreach, counseling
and case management, and temporary shelter for runaway youth and their families.
21-72 Hospice of Contra Costa, Facility Based Hospice Care for People with AIDS
Funds for this program will subsidize the cost of patient care in a skilled nursing facility for persons in the
terminal stages of AIDS from throughout the Urban County.
21-75 Contra Costa Legal Services Foundation, Housing and Homeless Prevention Program
Funds will be used to support operation of this program, which provides supportive legal services to low-
income households who experience housing and homeless problems throughout the Urban County.
21-76 Neighborhood House of North Richmond, Multi-Cultural Family/Senior Center
Funds will be used to support operations of this program, which has expanded its scope to accommodate a
diversity of cultures. Services provided include family counseling, housing support, neighborhood safety and a
senior nutrition program to residents of North Richmond.
21-77 Crisis & Suicide Intervention, Crisis Lines for the Urban County
Funds will be used to support operations of this program, which provides a toll-free 24 hour Crisis Lines and
supportive services for all residents of Contra Costa County.
21-78 Crisis and Suicide Intervention,Emergency Lodging for Homeless Families
Funds will be used to support the operation of this program and to augment the cost of vouchers for one-night
motel space for families in need of immediate emergency shelter.
21-80 Contra Costa Food Bank, Prepared & Perishable Food Program
Funds will be used to assist with the operating costs of the program, which picks up surplus ready-to-eat food
from restaurants, corporate cafeterias, and elsewhere throughout the Urban County for delivery to soup kitchen
and other local charities who feed the very-low income population of the County.
21-82 AIDS Project of Contra Costa County, HIV/AIDS Home Based Support
Funds will be used to support the operation of this program, which provides critical home-based support
services for people with HIV disease as an alternative to nursing homes and hospitals.
21-87 Cambridge Community Center, Homeless and Crisis Management, Clothing Exchange
Funds will be used to support the operation of this program, which will provide food clothing and referral
services to homeless individuals and families.
