Accept the environmental documentation prepared for this project as being adequate. 2 . Approve the Development Agreement relative to the development known as Stonecastle II, a California Limited Partnership, as being consistent with SUB #7154 . 3 . Direct the Director of Community Development to sign the agreement after it has been duly signed by Stonecastle II, a California Limited Partnership. 4 . Introduce the ordinance, giving it effect, waive reading, set date for adoption. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS The Zoning Administrator held a public hearing on December 19, 1994 to consider the proposed Development Agreement. After taking public testimony and taking into consideration the proposed provisions on the Development Agreement, the Zoning Administrator recommended the Board of Supervisors enter into the Development Agreement with no modifications. Contact:Debbie Chamberlain - 646-2031 Orig: Community Development Department ATTESTED March 7, 1995 cc: County Counsel PHIL BATCHELOR, CLERK OF Public Works THE BOARD, OF SUPERVISORS COU ADMINISTRATOR BY , DEPUTY ADDENDUM ITEM H. 3 MARCH 7, 1995 On February 28, 1995, the Board of Supervisors continued to this date the hearing on the request for approval of a Development Agreement between the County of Contra Costa and Stonecastle II, a California Limited Partnership relative to property known as Stonecastle as being consistent with the County General Plan and its entitlements (County File DA 121-94) in the Alamo area. Dennis Barry, Community Development Department, presented the staff report on the matter and advised of a modification to the Ordinance in Section II Approval, authorize the Community Development Department to file a Notice of Exemption rather than a Notice of Determination. The following person presented testimony: Andrew H. Young, 1491 Laurenita Way, Alamo, representing the Alamo Parks and Recreation, County Service Area R-7A, spoke on the terrain of the Stonecastle Subdivision and requested a bridge across the creek to connect two sections of the trail . Sandy Skaggs, P.O. Box V, Walnut Creek, representing the applicant, requested approval of the Development Agreement, and commented on the bridge not being economically feasible . Don. Unini, no speaker card submitted, resident within the project, spoke on a provision for trail easement in the conditions of approval . Following the conclusion of public testimony, the Board took the actions listed below: ACCEPTED the environmental documentation prepared for this project as being adequate; APPROVED the Development Agreement relative to the development known as Stonecastle II, a California Limited Partnership, as being consistent with Sub #7154 ; DIRECTED the Director of Community Development to sign the agreement after it has been duly signed by Stonecastle II, a California Limited Partnership; and INTRODUCED Ordinance No. 95-18, giving it effect, WAIVED reading, and SET March 21, 1995, for adoption of same.
