Suzanne's strengths are in her union affiliations, this has created conflict
with her position as a respiratory care practitioner. Suzanne admits
readily that she has no trust in the management of MDMC. Her energies are
focused away from her patients and to her coworkers. This done on her
own time would not be a conflict. She needs to be here for her patients
when she is on duty.

GOALS
I would like to see Suzanne come to work as an RCP. To project to her
patients and peers a positive behavior, not the negativity we have seen in
the last year due to the restructure.

As I have told Suzanne this is my evaluation as to what I have seen in the
last year. It has been a difficult year for all of us. But we must put the
patients first. Attitudes must be improved for both the patients and the
staffs. As a leader in the department she can be a positive or a negative
force to be dealt with on a peer level.

► Local 250 Union is to update you on the current status of the Union Local 250
Negotiations This
negotiations, it is only a wage reopener for the last year of the current
Update contract which expires October 15, 1995, and does not concern any other
issues. In the first two years of this contract, Local 250 received an 8%
UNION wage increase. At the very first negotiating session on the wage reopener,
the Medical Center offered Local 250 an additional 3% increase. This 3%
Niooiianon increase is the same offer that was recently accepted by two of our other
unions, CNA and Local 6, and has been approved for all non-contractual
employees.
At this point, Local 250 has rejected this offer and they cancelled the last
session with the mediator which had been scheduled for January 20. They
have not rescheduled the meeting and have told their union members that
there will be a one-day strike. According to their flyer, "The Local 250

Hospital as possible, so as to have the greatest impact." Suzanne

stated publicly at the County Board of Supervisors' meeting that there
uld be a strike at Mt. Diablo within two to three weeks.
We are still hoping this contract can be successfully resolved, but just
wanted to give you current information. If you have any questions, please

► Los Medanos ow that the decision has been made to rebuild the County Hospital,
Medical Center N the issue of how to reopen Los Medanos Medical Center remains to
be resolved. Mt. Diablo is one of the entities which has made a proposal to

the bankruptcy receivers now in charge of Los Medanos. Our proposal is
to look into reopening the facility as an ambulatory care site with limked-/
inpatient services.Xa-s-t'County M-edical Group is supportive of our
involvement db-e-04 strategic and marketing considerations which would
serve patients through their specialty referral base. The "how's" of
reopening Los Medanos are a complex issue, and many details remain to
be resolved. There are other parties involved in the process as well,
including the Los Medanos Board of Directors,the bankruptcy attorneys
and the appointed receivers. Our Board will be studying this issue and the
potential of the facility in greater depth.
