MARTINEZ, EXECUTIVE DIRECTOR DATE: MARCH 7, 1995 SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO SUBMIT AN APPLICATION FOR FUNDS FROM THE CITY OF ANTIOCH COMMUNITY DEVELOPMENT` BLOCK GRANT FOR RENTAL REHABILITATION PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: i AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit an application for $100,000 funding from City; of Antioch Community Development Block Grant Program funds for Fiscal Year 1995-96 for the Rental Rehabilitation Program; and AUTHORIZE the Executive Director to execute all forms necessary in this endeavor. II . FINANCIAL IMPACT: No funds from; the Housing Authority of County of Contra Costa will be expended. Funding comes from The City of Antioch's allocation of CDBG'. The Rental Rehabilitation Program operated by the Housing Authority will be expanded to serve Antioch's need to rehabilitate affordable rental housing for Low Income families . The $100,000 in CDBG ,funds will leverage approximately $100,000 in private funds to repair approximately nine rental housing units . III . REASONS FOR RECOMMENDATION/BACKGROUND: i; On January 31, 1995 the Board authorized application for $50,000 for the program in an order that contained a clerical error. The intention of the agency is to apply for $100,000 and this recommendation corrects the earlier authorization. There is a demonstrated need for decent affordable rental housing for Lower Income families countywide. Antioch's funding allocation will leverage private ,'investment to rehabilitate affordable rental housing by providing financial incentives and technical assistance. IV. CONSEQUENCESOF NEGATIVE ACTION Fewer affordable and decent rental housing units will be available to low income families in the City of Antioch. Neglect of deteriorated housing leads to poor environments for citizens and a decreased tax base affecting the entire County. CONTINUED ON ATTACHMENT: !
