HomeMy WebLinkAboutMINUTES - 03281995 - S.3 MAR-23-1995 03:07 SUPERVISOR TORLAKSON 5104278142 P.01/01 TO, BOARD OF SUPERVISORS Contra FROM: Supervisor Tom Torlakson Costa County DATE: March 28, 1995 SUBTECT: PITTSBURG/BAY POINT BART SPECIFIC PLAN SPECIFIC REQLUT(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION: RECOMMENDED ACnO_N: (1) Direct the Community Development Department and Redevelopment Agency staffs to contact officials with the City of Pittsburg and the Bay Area Rapid Transit District(BART)to convene a "planning and policyll meeting to proceed with a Specific Plan for the new Pittsburg/Bay Point BART Station area. Also, to be contacted and invited to participate will be the Bay Point Municipal Advisory Council, the Bay Point Redevelopment Area Committee, neighborhood and propertyowner representatives. The purpose of the meeting will be to define together the planning process and the schedule for implementing this process. (2) Direct the Community Development Department to arrange a location and date for such a meeting sometime this Spring. BACK._GROUND INFORA.LAMON: As I worked with the County Public Works Department,the East County BART Coalition and the State Route 4 Task Force in the early 1980's and more recently with the Contra Costa Transportation Authority in pursuing the BART extension to East County and the widening of State Route 4, 1 have listened carefully to the local community around the BART station and understood the need to carefully and sensitively plan the future of this important area. I cooperatively participated in the planning process Contra Costa County conducted with Walnut Creek Pleasant Hill and BART around the Pleasant Ell BART Station. While planning staff from the county, the City of Pittsburg and BART have been meeting together for the past few years to discuss the Specific Plan process, it is time now to have policy makers from the three involved agencies and representatives from the community formalize and detail the process. As a result of previous staff and policy level discussions, agreement for funding this Specific Plan process has been pretty well worked out. The county's one-third share is already budgeted with Redevelopment Agency funds. It would be desirable to plan with Pittsburg and BART for their one-third share for the hiring of a consultant, who could hopefully begin work this summer.
