Smith, 1100 Bailey Road, Pittsburg, on the refusal of a house moving permit. He was advised that the Building Permit Department would respond to his concerns. PC.2 Anil Sukhram, 260 Ordway Street, San Francisco, expressed dissatisfaction with Val Alexeeff, Growth Management and Economic Development Agency Director, and the Community Development Department relative to a storage shed. He was requested to submit his concerns in writing which would be referred to the Community Development Department and the Code Enforcement Unit. PC. 3 Donna Signorelli, 3957 Harmon Road, El Sobrante, commented on judicial abuses. She was advised that the Board had no jurisdiction in this area. PC. 3 Lance Dow, 2232 Concord Drive, Pittsburg, representing Citizens United, commented on issues raised at the Ad Hoc Solid Waste Committee this past week. First , On January 24 , 1994, Board . of supervisor ' s meeting, I talked about the ineffgdiancy and the unfairness in the Community Development headed by Val Alexeef. Although I was given an opportunity for full refund of all of the unnessesary fees that were charged to me for a subdivision, I am not satisfied with Mr. Alexeef ' s response, because he quoted in his letter ('please see exibit #1 and #2 ) Because of Mr. Alexeefs ' rude, arrogant and selfserving response, he did and has not in- vestigated the matter yet , and I don ' t feel he intends to. After I brought up the issues of questionable integrity of Mr. Aleceef ' s staff , A warning sign was put on my existing property _ (please see exibit #3 and#4) and my storage shed was red tagged But article 84-68 . 1404 .Title 8 of the Contra Costa County Zoning Ordinance, States that I am allowed to have a trailer for storage at my residence provided that the trailer is not being used for living or sleeping purposes and that it is adequately screened . . . (please see exibit #5 . ) On January 23 , 1995 , my newley tenant claimed P G &E would not replace an electrcal meter without an approval of the County. On January 24 , 1995 , I went to Sharon at the County Permit department to see what the problem was . Eileen Doten took it upon herself to resolve the problem. Instead of resolving it , she told me in person and in writing (please see exibit #6 ) that my permit had expired and that I needed to apply for all new permits and submit all new plans again . I asked why and she said as she walked away, that it was not her concern and that I didn ' t pay the park dedica- tion fee therfor all permits have expired . I am here to prove to that everything was completed and paid for and that (please see exibit #7 , 8 &9 ) , and that someone may have intentional or mistakenly neglected to put all information into the computer because I paid everything and it has been recorded by Community Development and I have been paying taxes on it for over three years. I went as far as telling Micky Perez and Ms . Doten on my second attempt , that I will pay the park Dedication fee again, that they said I didn 't pay, just to restore the electrical meter because I had a mother with two children living in my house with no electricity. Ms . Doten said " I told you it wasn ' t my concern" . I went to Tom Torlakson ' s office the very next day and although his Aide, Kathy Balladad, said she would look into it has been over two months and I have not even received one phone call from their office although I have called at least two times a week. I am not quite sure what Ms . Balladad ment when she said she was not concerned with all the issues , but I do think Mr. Torlason ' s office should be,' I would like to know who ' s concern is it when an honest citizen sees illegal activities in his community and brings it to the public and the attention of the Director of the Community Development and then gets wrongfully punished page 2 A mother with two children has been forced to move out because of no electricity, who ' s concern is it? If it isn ' t Eileen Doten, the customer service manager ' s , or Val Alexeef ' s , or Tom Torlakson ' s office? I hereby request a full investigation. As a follow-tip to our meeting, I have met with all the staff who spoke to YOU about y0LII- subdivision and I have the following response to your question regarding whether a subdivision of land or a use permit was appropriate to meet your needs: 1. A Land Use Pert-nit for it second 1.11lit could have been requested. The second unit requirements state that only one of the units could have been used as it rental. The second unit would have to have been Subordinate in size, appearance and location to the principal residence. Staff understood you would not he living In one of the houses, therefore, it Subdivision application was a mote appropriate ciance. A subdivision also increases the value of the property. 2. The amount of time spent on subdivision application processing is 10.1 hours, at a cost of $5,90.2.91, far more than the $3,940.00 we have received in fees to process your application. 3. The amount of time spent responding to the eight properties you have asked about has been well over 200 hours.LLJ nfortU[lit LC i)', YOU have interiwined the two issues and respective staff have not been ahle to meet often enough to sort out all the issues suesidentified. s o ay 4. Upon written request, I will refund your subdivision fees in full. I do so not because I feel staff did anything wrong. In all the miscommunication that has occurred on /F both sides, I hold my staff to a higher standard. 5. Please be advised that upon refund, you lose all rights to your subdivision. With regard to the many complaints you have in the Bay Point neighborhood, they will he processed in accordance with code enforcement staff workload and resources. Is. As discussed at our meeting, the remaining issue between your permit at 195 N. Broadway and the permit at 143 Solano Avenue was the drainage fee, which is calculated based on lot size. Your lot is larger so your drainage fee is larger. 9. 1 caution you again that there are penalties connected with secret tape recordings of conversations.
