TO: BOARD OF COMMISSIONERS
FROM: Richard J.Martinez,Executive Director
DATE: March 28, 1995
SUBJECT: ADOPT RESOLUTION APPROVING SUBMISSION OF APPLICATION FOR FISCAL YEAR
1995 PUBLIC HOUSING DRUG ELIMINATION PROGRAM FUNDING
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)_& BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3742 approving submission of an application for funding under the Fiscal Year
1995 Public and Indian Housing Drug Elimination Program and AUTHORIZE the Executive Director of the
Housing Authority of the County of Contra Costa to execute and submit to the U.S.Department of Housing and
Urban Development all appropriate documents required by the application guidelines,as recommended by the
Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Housing Authority will apply to the U.S.Department of Housing and Urban Development for
$342,000 under the Fiscal Year 1995 Public Housing Drug Elimination Program.
III. REASONS FOR RECOMMENDATIONBACKGROUND
On January 5, 1995 the U.S.Department of Housing and Urban Development(HUD)issues a notice that
$290,000,000 is available in grant funds for the purpose of eliminating drug-related crime in public housing
developments. The Notice of Funding Availability establishes a maximum grant of$342,000 for housing
authorities with the number of units the Housing Authority of the County of Contra Costa has in management.
These funds are available on a HUD Regional Office competitive basis, and the application must be submitted to
the HUD Office of Public Housing in San Francisco by 3:00 p.m.,April 14, 1995.
At its regular meeting on Monday,March 20, 1995 the Advisory Housing Commission voted to
recommend adoption of Resolution No.3742 and submission of an application for$342,000 for Fiscal Year 1995
Public and Indian Housing Drug Elimination Program funds.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve Resolution No. 3742,the Housing Authority
would be unable to compete for$342,000 in much needed funding to assist in eliminating drug-related crimes in
public housing.
