GREGORY, CUSTOMER SERVICES MANAGER, APPLICATION AND PERMIT CENTER DATE: MARCH 28, 1995 SUBJECT: AMBROSE CENTER CARNIVAL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Accept staff recommendation that fees be waived for the Ambrose Lion's Club and Ambrose Recreation and Park District Carnival to be held March 30, 1995 through April 2, 1995. FINANCIAL IMPACT: None. BACKGROUND/REASONS FOR RECOMMENDATIONS: The County Administrator's office has received a request for fees to be waived from the Ambrose Lion's Club and Ambrose Recreation and Park District for a Carnival they are co- sponsoring to be held March 30, 1995 through April 2, 1995. In accordance with County Ordinance 56-2.002, a license is required for such an event. The fee for such a license can be waived if the event is sponsored by 'organizations whose principal purpose is charity, educational benefits, civic purposes, or general welfare and public interests." Both the Ambrose Lion's Club and the Park and Recreation District are within this category. Furthermore the Sheriff's Department in its investigation of this request found that no traffic routes would be adversely affected by the Carnival's operation. The site of the Carnival will be a vacant lot located at the corner of Willow Pass Road and Clearland Drive in Bay Point. This lot is owned by the Park and Recreation District. Because of the Sheriff's staff review of this event, there was no objection to granting a license and fee exemption. LAMbERT OFFICE OF John Gregory COUNTY ADMINISTRATOR Contra Costa County Administrator's Office 651 Pine Street Martinez, CA 94553 Dear Mr. Gregory: The Ambrose Lions Club is a non-profit public service organization dedicated to providing educational as well as many other forms of assistance for sight and hearing impaired individuals. The Ambrose Lions Club and the Ambrose Recreation and Park District are co-sponsoring a four day carnival on a vacant lot owned by the park district, located at the corner of Willow Pass Road and Clearland Drive in Bay Point. It was brought to our attention, in the past, by Supervisor Tom Torlakson, that a license/permit issued by Contra Costa County is required for such events. According to Division 56, Chapter 56-2 Carnivals and Fairs, section 56-2.006 of the county ordinance, a fee of $75.00 is to be paid to the county tax collector for said license/permit. Section 56-2.006 indicates that this fee can be waived for "organizations whose principal purpose is charity, educational benefits, civic purposes, or general welfare and public interests. " Both the Ambrose Lions Club and the park district are organizations which would be exempt under this section. The carnival is scheduled for March 30th through Aril 2nd and we hereby request that the Ambrose Recreation and Park District and the Ambrose Lions Club be granted a waiver of the fees and that a license/permit be issued for this event.
