Ratify the Zoning Administrator's decision that Shell Oil Company has complied with Condition of Approval #22 for the Boiler Feedwater Treater,. the Cooling Water Tower, the Oil/Water Separators, the process watertanks and the additives system. 2 . Ratify the Zoning Administrator's decision that . Shell Oil Company has complied with Condition of Approval #35 .A. for the ', Lube Hydrotreater #2 . FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS When the Board of Supervisors approved the Land Use Permit for Shell oil Company's Clean Fuels Project (County LUP #2009-92) , the Board specified that the Zoning Administrator's decision regarding several conditions of approval be placed on the consent calendar for ratification. As directed by the Board at the October 4 , 1994 meeting, the Zoning Administrator's decisions discussed herein have been placed on the Zoning Administrator' s agenda for March 27 , 1995. Any comments received at the meeting will be forwarded; to. the Board. Condition of Approval #35 .A. : Noise Calculations This condition requires Shell Oil Company to submit noise level calculations which demonstrate that the project units will comply with the noise performance standard of 77 dBA when measured five feet above the ground and 100 feet from the equipment. This noise performance standard assures that the project will not increase noise levels at the nearby residences. Shell Oil Company submitted noise calculations for the Lube Hydrotreater #2 . As required by the land use permit, the report was prepared by an individual who is a member of the Institute of Noise Control Engineering and who has at least five years experi- ence in noise control engineering (27 years experience cited) . Condition of Approval #22 : Hazard and Operability Study This condition requires Shell Oil to prepare a Hazard and Oper- ability Study and accident consequence analysis for all elements of the Clean Fuels Project with the exception of the office building, the control rooms and the maintenance/warehouse buildings. Shell Oil Company completed the required study for the Boiler Feedwater Treater, the Cooling Water Tower, the Oil/Water Separa- tors, the process water tanks and the additives system. This information was evaluated by the Risk Management and Prevention Program Team of the Health Services Department. Their review included a detailed examination of the hazard analyses and off-site consequences as well as scrutiny of all the programs or aspects of the Company (e.g. , operating procedures, preventive maintenance programs and _operator training) which are designed to prevent or mitigate accidents or process anomalies. The review included document assessments, management and operations personnel inter- views and process "walk throughs" to verify documentation. The Health Services Department identified additional safety equipment which Shell must install. Consistent with the land use permit, the Health Services Department will conduct follow-up field inspections to ensure that all recommendations have been implemented. CK/aa BOIX/2009-92A. Pascalli, Jr. Deputy Director Health Services Department, Hazardous Materials Division SUBJ: CONSENT ITEM FOR SHELL REFINERY CLEAN FUELS PROJECT CONDITION #22 Executive Summary: The Contra Costa County Health Services Department (CCCHSD) Hazardous Materials Risk Management and Prevention Program team has completed the Clean Fuels reviews for Shell Refinery's utility areas scheduled for start-up on April 1, 1995. Several utilities will be required to support the operation of the new process units. These will include cooling water, boiler feedwater, aqueous ammonia additives for selective catalytic reduction, and process water facilities. Cooling Water Tower - Cooling water will be used to absorb heat, via heat exchangers from the process units. The heat absorbed by the water will be removed in an open recirculating tower, where warm water is cooled by contact with ambient air. The recirculating water is subject to biological growth which can cause fouling in the exchangers. Small concentrations of treatment chemicals will be added to the recirculating water to help prevent corrosion, scaling and microbiological fouling. Boiler Feedwater Treatment - Boiler feedwater will require treatment prior to being utilized at the boilers. Treatment will consist of several sequential steps that remove suspended solids, dissolved solids, hardness and dissolved oxygen. Suspended solids will be removed in clarifiers with the aid of polymeric material. Remaining small particles will be removed by filtration. Dissolved solids will be removed by reverse osmosis which forces the water through a semipermeable membrane. Acid and sulfite will be added as treatment chemicals to prevent. degradation of the membrane from scaling or biological growth. Hardness (calcium and magnesium) will be removed by resin softening. 0 CONTRA COSTA COUNTY REVIEW OF CLEAN FUELS SYSTEM SHELL OIL COMPANY,MARTINEZ MANUFACTURING COMPLEX PURPOSE OF REVIEW As a condition for approval of Land Use Permit#2009-92 (Shell Oil Company Clean Fuels Project), Board Order Condition#22, Contra Costa County Health Services Department (CCCHSD)Hazardous Materials Risk Management and Prevention Program team was requested to review and evaluate the Clean Fuels systems for Shell Oil Company, Martinez Manufacturing Complex. SCOPE OF REVIEW The review of the Clean Fuels System at the Shell Oil Company includes a detailed examination of the hazard analyses and off-site consequences,as well as scrutiny of all of the programs or aspects of the business which are designed to prevent or mitigate accidents or process anomalies. For example,the design safety of new equipment, operating procedures,preventive maintenance programs,operator training,emergency operating procedures as well as emergency response planning,and audit procedures to ensure that these programs are being executed as planned will be reviewed and evaluated for efficacy. The review process occurs primarily on-site at the facility. The review includes document assessments,management and operations personnel interviews,Hazard and Operability Studies (HazOps)question and answer sessions, and process"walk throughs"to verify documentation, safeguards (process control and alarms, shutdowns,monitors, checklists,procedures, etc.)and recommendations from the HazOps. CONCLUSION At the conclusion of the review,CCCHSD staff will provide the facility with a list of findings, concerns, and outstanding questions. The facility will be required to clarify or respond to each item. CCCHSD will then issue a report to the Zoning Administrator,delineating the necessary and recommended corrections to the procedures, the documentation,and the facility. 3/15/95
