Program Application
PECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATIONS
A. ADOPT RESOLUTION NO.95/139 supporting a request for
$216, 156 to the State of California, Department of
Housing. and Community Development for Federal Emergency
Shelter Grant (FESG) Program funding to provide operating
assistance for the homeless shelter program at the
Brookside Shelter in Richmond.
B. AUTHORIZE AND DIRECT the Director of the Health Services
Department to execute and transmit an application along
with the necessary certifications and assurances to the
State of California Department of Housing and Community
Development (HCD) for Federal Emergency Shelter Grant
funding for operating expenses for the emergency shelter
program for homeless single adults .
C. AUTHORIZE AND DIRECT the Director of the Health Services
Department to accept any State of California FESG grant,
to enter into a contract with the State' s Department of
Housing and Community Development, and to perform any and
all responsibilities in relationship to such contract .

Brookside Shelter, in accordance with the criteria established
by the State of California and the regulations of the FESG
program. Grantees must provide matching funds in an amount at
least equivalent to the grant amount.
III . BACKGROUND/ REASONS FOR RECOMMENDATIONS
The State of California Department of Housing and Community
Development has issued a Request for Proposals for the Federal
Emergency Shelter Grant (FESG) Program for FY 1995 for
shelters located in eligible cities and counties for funding
authorized by the Federal Homeless Housing Act of 1986, as
modified by the Cranston-Gonzalez National Affordable Housing
Act of 1990, the Housing and Community Development Program
Reauthorization Act of 1992, and regulations issued by the
U. S. Department of Housing and Urban Development (HUD) on
November 7, 1989.
The Health Services Department is requesting funding to
support the homeless shelter program for single adults located
at the Brookside Shelter in the City of Richmond.
Accordingly, in order for the State Department of Housing and
Community Development to consider the Health Services
Department' s FESG application, the Board of Supervisors is
requested to approve a resolution certifying that the Board in
a proper motion and vote approves this application for
submission and authorizes acceptance of a grant.

In the matter of Resolution No. 95/139
resolution approving the
Application for State of California
Federal Emergency Shelter Grant/
WHEREAS, the State of California, Department of Housing and
Community Development, Division of Community Affairs issued a
Request for Proposals under the Federal Emergency Shelter
Grant Program; and,
WHEREAS, the County of Contra Costa is a political subdivision of
the State of California organized and existing under the laws
of the State of California, and has complied with all
applicable laws and regulations; and,
WHEREAS, the Health Services Department of the County of Contra
Costa is willing to accept the grant; and,
WHEREAS, if the Health Services Department receives a grant from
the Federal Emergency Shelter Grant Program, it certifies ,that
all uses of the funds will be in compliance with the Federal
Emergency Shelter Grant Program regulations and Contract; and,
NOW, THEREFORE, BE IT RESOLVED THAT:
The Board of Supervisors of the County of Contra Costa hereby
authorizes the Director of the Health Services Department to
execute all required certifications, apply for and accept the
Federal Emergency Shelter Grant in the amount of not more than
$216, 156 to enter into a Standard Agreement and any amendment
thereto with the Department of Housing and Community Development of
not more than $216, 156 and to perform any and all responsibilities
to such contract.
