IN THE BOARD OF . SUPERVISORS 1 OF \. CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of the Observance ) on April 5, 1995 of ) RESOLUTION NO. 95/138 NATIONAL RECORDS MANAGEMENT DAY ) WHEREAS the administration and management of information is increasingly critical to industry, business and government, and the systematic creation, distribution, storage, maintenance and retrieval of records are of critical importance to organizations; and WHEREAS Contra Costa County' s records are among the most invaluable cultural resources of the County because of the information they provide about its people, institutions, communities, and governments, which is daily put into immediate, practical use; and WHEREAS an effective records management program enhances public access to County information and assures its availability for use as a basis for sound governmental decision-making by providing security and control against loss by mismanagement, natural disaster, theft, neglect or inadvertent destruction; and WHEREAS constantly changing technologies provide an array of information storage media from paper to electronic storage that require a concerted effort to assure proper retention and control , and offer opportunities and challenges for information accessibility; and WHEREAS the Association of Records Managers and Administrators (ARMA International ) has undertaken sponsorship of a national day for promoting professional records management and administration; and WHEREAS in response to the need for a sound program for the identification, preservation, management and use of County records , and the application of related standards of professional practice, the Contra Costa County Clerk-Recorder has initiated a records management services program for County agencies ; and WHEREAS the enactment by the Contra Costa County Board of Supervisors of the BETTER GOVERNMENT ORDINANCE on February 14, 1995 , County Ordinance Number 95-6, further documents the County' s effort to enhance county-wide records and information management activities; NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors, in acknowledgment and support of professional records management in Contra Costa County, does hereby proclaim April 5 , 1995 as NATIONAL RECORDS MANAGEMENT DAY in Contra Costa County. It has 134 chapters throughout the United States; 13 chapters in Canada; two chapters in New DIRECTORS Zealand and one in Tokyo, Japan.
