" 7m 1 zca e Ofcommenfatiolu to JOHN FIELDS cin reco nitioly o Senior Firefighter John Fields was hired as a Firefighter in the Pittsburg Fire Department in August 1971. He was the first Black Firefighter in Pittsburg, and after consolidation with the Antioch Fire Department in 1975, the first Black Firefighter in the Riverview Fire District. In 1980, John Fields was promoted to Senior Firefighter. His evaluations for his probationary period are exemplary of John's service to the County. He was noted as being a professionally motivated and department oriented employee who sought excellent levels of service to the public and exhibited a professional approach to his position. He particularly was noted as having rapport and interest with the young people in the community. In the last several years, John has served as District representative for coordinating the District's participation in the Pittsburg Community Relations Day. In this and many other ways, John has continued his individual efforts to cement relationships between the Fire District and the communities it serves. While John's leadership in Affirmative Action has been something that he and the District can be proud of, it should not be overlooked that John has also established a record of service as a Firefighter which is a source of great pride. His concern about others, be they members of the Fire Service or the public, is demonstrated every day. He takes pride in his profession and pride in performing his duties well. John has often said that he isnot a "Black Firefighter" he is a firefighter who happens to be Black. This statement represents his accomplishments as both a Firefighter and a ground-breaking Black member of the Fire Services. Contra Costa Cou* C.ertfttcate ocommen atiolv to ARTHUR WALENTA cin reco nthory oaf Arthur Walenta is a strong supporter of affirmative action and equal employment opportunity. He assisted with the negotiation and entry of the 1975 County Consent Decree, establishing a more substantial County . Affirmative Action Program. Arthur has been instrumental in assisting with the implementation of the County's Affirmative Action Program by providing his legal expertise on numerous discrimination complaints that were successfully mediated; representing the County in court or cases that affect County employment; assisting in the development of Personnel policies and procedures; and assisting in implementing State and Federal guidelines and regulations on employment discrimination. Because of Arthur's thorough review of issues, the County has one of the strongest affirmative action programs in the Bay area and State, we continuously involve unions, community groups, managers, and supervisors in our program that is implemented within the Merit System Rules and Guidelines. Arthur is fair, thorough, and tenacious. He is an asset to the County and should be recognized for the many hours of work and dedication in providing support and assistance to the Board of Supervisors, County Administrator, and Personnel Director and his department, Office of the County Counsel. TREANOR • • • cin reco 11t o&) o Mr. Treanor was first appointed to the Civil Service Commission on August 9, 1966 and served in the capacity of Commissioner. He was elected Vice President of the Commission in 1968. and President of the Commission during the years 1969 through 1978, 1980, and 1981. Mr. Treanor, an attorney, worked for the railroads for 31 years of which 25 years were spent with Western Pacific Railroad. He also served on the Western Pacific Railroad's Board of Directors for five years immediately prior to its merger with the Union Pacific Railroad in 1983. He retired from the Western Pacific Railroad in June 1983. The Merit Board was established on July 1, 1981 and Mr. Treanor was appointed to it. He has been elected as Chairperson since its establishment. He has been very instrumental in making our Merit Board one in which employees and applicants know they will be given an opportunity to be heard. Walter Treanor has been a positive influence on the County and has been instrumental in making our Affirmative Action Program successful. Contra Costa County y/ Certfttcate oofCommenfatiotv to MR. JOHN MC TIGUE cin recd itta0t v Of The fact that our Department's program was rated as one of the top two in the County during the previous years evaluation was due in large measure to the tireless efforts of Mr. McTigue in traveling around the state and even to locations outside of California in order to interview exceptional Minority candidates for attorney positions with this office. Highly qualified minority candidates are heavily recruited by major private law firms making it very difficult for County government to compete. without such outreach programs and the personal commitment of Mr. McTigue, our office would have extreme difficulty in recruiting quality minority candidates to represent the People of the State of California in the Courts of the County. ADANA HENRY • • • an reco n, t hon...) o Ms. Henry was a leader within the Community Substance Abuse Services Division of the Health Services Department. She has earned the respect of her colleagues by demonstrating commitment, competency and integrity in all of her work. Ms. Henry is a professional who is solution oriented and tackles problems. She is proactive and not reactive in the duties which she performs. Most importantly, she is a person who acknowledges diversity within the work environment as a strength and a gift to all of the employees. By demonstrating sensitivity and commitment in all of her work, Ms. Henry has greatly improved the services which we provide to our clients. With all of the clamoring around "re-inventing government", many people quickly forget that the most valuable resources of any human service system are the employees who make the services happen. Without competent, inspired and dedicated employees we will not have a system which is responsive to the needs of the public. Ms. Henry is a model for all employees of the Contra Costa County public services system and- the Health Services Department. ,f Contra Costa County z ica te of ommen fa ions to RENEE GOLDSTEIN czn rewo nitinv o Renee has served on the Departmental Affirmative Action Committee and has had the responsibility for W/MBE issues in the Department. She has provided introductory training to new employees in the Department and County Affirmative Action policy. More than any other employee in the Department she has been alert to potential discrimination issues and has handled them in an expeditious manner or alerted. other supervisory personnel so that problems could be avoided. Renee is also the "conscience" of the office and is a personally valuable resource to the Affirmative Action Officer on the need for sensitivity to a wide range of important issues. MARLEE SHELTON-LITTLES ccrc reeoin, t A 0 o Marlee is one of the most personable people we have had working for the Animal Services Department. She has the rare ability to communicate in a constructive, non-threatening manner to people of all .ethnic and socio- economic backgrounds. Marlee's responsibility is to function as the Department's dispatcher from 12:00 p.m. to 9:00 p.m. Marlee is the primary interface between our Department and the public from 5:00 p.m, to 9:00 p.m. Many of the people who call our office are upset but Marlee is able to calm the individual, obtain the required information and help the person with their problem no matter what the person's background or orientation might be. Marlee's attitude exemplifies one of our Department's primary objectives; to recognize that the citizens of the County are the reason for our work not an interruption to it. Marlee is also a calming influence in the office and is able to work toward constructive solutions to interpersonal conflicts. She is looked on as a leader by all ethnic groups because of her interpersonal skills. The attributes Marlee possesses; honesty, integrity, conscientiousness, a caring about people and loyalty make her a valuable asset as a worker. In addition, these qualities speak also to her worth as a person. Her attributes and awareness of cultural diversity make her a valued employee and a person who enriches both her workplace and community. G Contra Costa County 6*rtfttcate o(COMMendatiolu to KATHY BROWN cin reco nt tioly o Since the inception of the General Services Department in September of 1985, Kathy Brown has served as the departmental Affirmative Action Coordinator. Through her aggressive efforts, the Department has been extremely successful in establishing policies, procedures, and outreach to increase the County's and the Department's participation in affirmative action. Kathy was instrumental in the establishment of the General Services Department Affirmative Action Committee which has continued to provide active support of the County's affirmative action goals. Kathy's commitment to those goals, her ability to interact with other employees, and her aggressive implementation of affirmative action throughout the Department have materially contributed to the success of the Department's program. She also has been personally active in establishing Countywide programs for M/WBE for both the Purchasing and Architectural Design divisions. Last, but certainly not least, Kathy's initiative and selfless devotion to affirmative action goals clearly have not only contributed to the effectiveness of the General Services program, but have had an impact upon the program of the entire County as well. This commitment includes : assignment to Project Pride; assignment as a D. A. R. E. Officer; collecting and personally distributing toys to the underprivileged children of West County; and contributed to the development of Camp L.E.G. I .T. (LET EVERYBODY GET IT TOGETHER) . The objective of the camp is to provide a culturally rich curriculum to the youth of North Richmond, emphasizing education while participating in wholesome fun activities. Deputy Phyllis Hollomon is a role model to the community that she serves as well as to others in her profession. Contra Costa County
