SUBJECT: CITY/COUNTY RELATIONS CONFERENCE - "LOCAL GOVERNMENT - BACK TO
BASICS, CITY/COUNTY WORKING TOGETHER"
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
DETERMINE which Supervisor wishes to co-chair each of the five
Workshops identified below.
BACKGROUND:
As Supervisors Bishop and DeSaulnier know from their work with the
City/County Relations Committee, the Committee is sponsoring a
Conference in October in an effort to highlight areas in which
cities and the County are working well together. We would urge the
Board members to hold this time:
Thursday, October 5, 1995
2 :30 P.M. - 9 :00 P.M.
Richmond
The Conference will be for city council members, the Board of
Supervisors and their respective staff.
After an initial session at which the cities and the County will
outline what each level of government does and how cities and the
County are the same and different, the group will break into five
Workshops . It is hoped that one member of the Board of Supervisors
and one Mayor can co-chair each .Workshop. There will also be
County and city staff available to assist the Co-chairs .
After the Workshops (which will run between 60-90 minutes) , the
entire group will reconvene and report back briefly from each of
the Workshops . A more detailed reporting back will be done at each
of the next five Mayors ' Conference meetings .

Supervisor DeSaulnier - Issues around neighborhoods and youth, including violence prevention
Supervisor Rogers - Law Enforcement Services
Supervisor Torlakson - Libraries
Supervisor Bishop - Development issues/The Fiscalization of land use

The Conference will end with a dinner and speaker who can
humorously address the need for cooperation and a close working
relationship between cities and counties .
These are the general subject areas the City/County Relations
Committee is suggesting for* the five Workshops:

❑ SOCIAL SERVICES / HOMELESSNESS / UNFUNDED MANDATES
❑ ISSUES AROUND NEIGHBORHOODS AND YOUTH, INCLUDING VIOLENCE
PREVENTION
❑ LAW ENFORCEMENT SERVICES
❑ LIBRARIES
We would appreciate it if the Board members would take a moment to
select the Workshop each would like to co-chair so Supervisors
Bishop and DeSaulnier can report this back to the City/County
Relations Committee at its next meeting on April 5, 1995 .
In the Workshops, it is hoped that each group will be able to
identify one or two examples where the County and the cities have
cooperated well with each other, describe those examples and use
that as a starting point for a discussion of the subject matter.
Hopefully, each group will be able to arrive at a consensus on how
cities and the County can improve cooperation in these areas even
more or can extend the level of cooperation to other cities .
We would expect to have city and County staff available to present
each example of cooperation and then leave it to the co-chairs to
facilitate the discussion, insure it remains on track and does not
deteriorate into a gripe session.
