'HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA TO: BOARD OF COMMISSIONERS FROM: Richard J.Martinez,Executive Director DATE: March 21, 1995 SUBJECT: ADOPT RESOLUTION APPROVING COMPREHENSIVE PLAN/ANNUAL STATEMENT SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION r L RECOMMENDED ACTION: ADOPT Resolution No. 3741 approving Comprehensive Plan/Annual Statement and AUTHORIZE submission of a Comprehensive Grant Program(CGP)application,as recommended by the Advisory Housing Commission. IL FINANCIAL IMPACT: Approval of the Comprehensive Grant Program application by HUD will result in the award of approximately$3.2 million in funding during 1995 for public housing modernization activities. III. REASONS FOR RECOMMENDATION/BACKGROUND A requirement of the U.S.Department of Housing and Urban Development's(HUD) Comprehensive Grant Program(CGP),which replaces the Comprehensive Improvement Assistance Program(CIAP),is that a resolution must be adopted certifying that the Housing Authority will comply with certain Federal procedural and program provisions in administering the grant. The purpose of this resolution and the application for CGP funding is to continue the modernization of public housing stock in Contra Costa County. The CGP program provides modernization funding on a formula basis and the approximate amount of funding the Housing Authority will receive for federal fiscal year 1995 is$3.2 million. At its regular meeting on Monday,March 26, 1995 the Advisory Housing Commission voted to recommend adoption of Resolution No.3741 and submission of a Comprehensive Grant Program application to HUD. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve Resolution No. 3741,the Housing Authority would be unable to submit a Comprehensive Grant Program application and would forfeit approximately$3.2 million in funding during 1995 for public housing modernization a tivities. HOUSING AUTHORITY OF THE COUNTY OF Page 2 of 2 CONTRA COSTA No services have been performed or are contracted to be performed for the Housing Authority of the County of Contra Costa. i ' Udvwiz"for local aepmdun6n st,ndard Form.ULA -17- y COMPREHENSIVE GRANT PROGRAM RESIDENT PARTNERSHIP - GENERAL ISSUES & PHA RESPONSE The Housing Authority of the County of Contra Costa fully supports the Department of Housing and Urban Development's position that the success of the Comprehensive Grant ' Program rests upon the degree to which residents and the community work with the PHA in all aspects of its COMP Grant Program and hold the PHA accountable for the quality of ' work performed. To this end,the Housing Authority this year has conducted informational planning meetings with the residents and requested comments from local jurisdictions. The result of this partnership process has been the continued support of both the residents and the community of the five year modernization strategy developed by the COMP Grant Planning Committee last year. RESIDENT/COMMUNITY PARTNERSHIP ' On March 6, 1995, notices were delivered to all public housing residents. This notice announced the date of the COMP Grant informational/planning meeting to be held on ' March 9, 1995 and the Public Hearing to be held on March 20, 1995. A copy of this notice is included at the end of this section. ' Housing Authority staff met with residents some of the public housing developments on March 9, 1995. Because of flooding and torrential rains in our County during this time, a second resident participation meeting was held on March 14, 1995 in East County to allow those residents an opportunity to provide input. At these meetings, the COMP Grant process was reviewed and those present were told how the PHA is able to obtain funds to make physical improvements in the public housing developments, and what percent of the ' funding allocated could be used for management improvements and administrative costs. Staff further explained that there were very specific HUD rules and regulations on how the funds could be spent by the PHA. The vital role of the residents and the community ' leadership in the planning proFess was reviewed and resident priorities were discussed. A copy of the Agency's draft Five Year Strategy Statement for 1995-99 was distributed. Staff also requested those present complete and return a Resident Suggestion Form listing improvements they believe are needed in their particular housing development. A Public Hearing for the proposed COMP Grant program was held on Monday, March 20, 1995 at 6:00 p.m. as part of the regularly scheduled monthly Advisory Housing ' Commission Meeting. The Commission meets in the Housing Authority's administrative office building, which is centrally located in Contra Costa County. This building is near public transportation, has ample parking, and is totally accessible for persons with ' ! disabilities. The Public Hearing was opened and the draft Five Year Strategy reviewed. There were guests present, however, no statements or questions were addressed to the Board. The Public Hearing was then closed by the Chairperson. At the end of this section are copies of the minutes from the community meetings and the Public Hearing at the Advisory Housing Commission Meeting. ' -18- SUMMARY OF GENERAL ISSUES &PHA RESPONSE During the meeting with public housing residents, strategies for improving public housing operations were revisited in areas such as: improvements to the buildings, maintenance, PHA management needs, security issues and resident services. The general issues of concern were: > Residents were concerned about the noise level between units and felt that sound proofing was needed in the duplexes.. > Residents were concerned about safety issues and felt that more protection was needed,perhaps in the form of a curfew, or additional police patrols. > Residents requested imitation stone or brick moisture barrier siding be installed around the outside of the duplex units, as well as decorative shutters on the windows. > Seniors residing in one bedroom units at Alhambra Terrace requested back yard lighting for safety, storage sheds attached to the units, and back doors out to their fenced back yards. > Residents at Alhambra Terrace requested repaving unit driveways which ' are severely cracked. > There was a request to move hot water heaters to the outside of the units at Alhambra Terrace. > Residents were concerned with securityand requested additional lighting, making the entrance to Elder Winds driveway"one way", increasing the signage for visitor parking, and increasing the outside lighting throughout the development- perhaps sensor lights. ' > There were requests &new screen doors at several units. > New carpeting throughout Elder Winds was requested, particularly in the handicap units. Units that don't turn over need paint, as do the entryways,walkways and corridors. Elder Winds residents requested additional electric outlets in the living rooms. Residents complained that the medical alarm system at Elder Winds is hard to reach in the bedroom and that there are far too many false alarms. > Residents reported that many of the patio roofs and flat roof areas are leaking at Elder Winds. > Two residents reported that the leaking had left their floors very damp. -19- ' Written responses to the March 6, 1995 notices delivered to all public housing residents were also received. The general issues of concern listed in these written responses were: > Residents at Los Medanos requested central heating and air conditioning, particularly for the senior citizens residing in that complex. > Residents were concerned about safety and requested security patrols and backyard lighting for that complex. > Residents felt the need for carpeting, draperies and new paint to upgrade Los Medanos. > Residents requested weatherstripping around the doors and windows. The Housing Authority has incorporated most of these issues in its Comprehensive Grant Plan, if appropriate, or has required maintenance staff to address them through routine maintenance work. ' COMP GRANT PLANNING COMMITTEE Networking with the residents of public housing developments and with community leaders, and hosting a variety of meetings with both groups throughout the year, will enable us to continue to identify significant problems and mutual concerns. We can then work toward resolving the issues, through either the COMP Grant process or other avenues available, and improve both the physical conditions and quality of life in our public housing communities. 1 i e -20- ' COMPREHENSIVE GRANT PROGRAM 1 FIVE YEAR STRATEGIC PLANNING for 1995-1999 HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA In 1993 The Housing Authorityof the County of Contra Costa(Authority) identified approximately t3' aPP Y $19.2 million in physical improvement needs throughout it's 14 housing developments. Some of this work has been completed since 1993 and the remainder is scheduled to be completed in future years. Under the Comprehensive Grant Program(CGP),the Authority anticipates receiving a total of$15,792,040 million during the upcoming five- year planning period;this amount may change if HUD converts to a block grant allocation for public housing. Of that amount, a maximum of 20%or$3,158,000,may be spent for management improvements and a maximum 10%, or$1,579,000,maybe spent for administration. The Authority has budgeted the following amounts under this grant. With some modification,the Authority expects to continue following the same general 5- year Comprehensive Plan for Modernization followed under the old Comprehensive Improvement Assistance Program(CIAP)and laid out in its initial CGP Comprehensive Plan. Under this plan,the Authority will finish comprehensive modernization of all of its family development fust and then work on its senior developments. In anticipation of significant decreases in the funding levels for CGP that have been proposed by the Clinton Administration and the Congress, some program modifications have been made by the Housing Authority--some work items more critical to ongoing operations have been moved up and are now budgeted in the first year of the five year plan. I. PHYSICAL IMPROVEMENTS Current CGP Activity: Comprehensive modernization of Los Arboles (CA011008), a 30 unit family development in Oakley, is now over 65%complete. Lead Based Paint abatement at Las Deltas (CAO 11006)in North Richmond is now over 50%complete; in addition to the lead abatement work at Las Deltas, nine(9)units are being modernized ' to provide for handicap accessibility. Other improvements such as closet doors, showers in the two story buildings, central heating in the larger units, and new flooring at 76 units are also being accomplished through this project. Planning: In addition to our current activity, several major projects funded in previous years are in the planning stage. These include the first comprehensive modernization one of our senior developments, CAO 11013, Casa Serena in Bay Point. Las Deltas Annexes 1 &2 in North Richmond are also scheduled for lead abatement work, central heating systems, closet doors, and gutters and downspouts. For several years,the Authority has conducted an extensive program of testing, abatement and education regarding lead based paint hazards. All of the family developments have been tested for lead and Pagel -21- 03/20/95 8:12 AN&CGP-PLAN.DOC ' abated(or are currently being abated)for lead paint hazards. Under a special grant from HUD, a Lead Based Paint Risk Assessment is being prepared by a qualified environmental consultant. We expect this report to be fully complete within the next 60 days. The purpose of this risk assessment is to give the Housing Authority information about the thoroughness of the work previously accomplished and to point out additional steps that could be taken to reduce the risk of lead exposure to the children living in our family developments. The preliminary results of this study indicate that previous efforts have been very effective in abating lead paint hazards but in a few instances ' minor cleaning of lead dust needs to be done. This special cleaning has been budgeted under this CGP schedule. Further,to meet the needs identified in our 504 Transition Plan and Needs Assessment for handicap accessibility, it is necessary to remodel the administration building at Los Medanos (CAO 11002)in Bay Point. Funds are also budgeted to upgrade,make handicap accessibility improvements, and enlarge the Central Office in Martinez. This will give the Authority more flexibility in space planning and eliminate the need for some of our leased office space. One of the pressing needs evidenced at all of our public housing developments to varying degrees is ' continued deterioration of the exterior paint surfaces. To address this problem, funds have been budgeted under CGP to establish a"Preventive Maintenance Painting and Minor Repair Program." A force account painting crew will be assigned to paint the highest priority sites and make small repairs as necessary. During inclement weather, this crew will be used to do needed interior painting of dwelling units and administrative facilities. As was mentioned, some earlier planned comprehensive modernization has been deferred to future years because of impending HUD cutbacks. The comprehensive modernization of several senior developments - CAO 11001,Hacienda, in Martinez, CAO 11012, Casa de Manana, in Oakley, and CAO 11015, Elder Winds in Antioch have been scheduled for years two and three of this application. This will make way for budgeting other more ' pressing work such as repairs of hazardous walkways, refinishing of bathtubs, replacement of roofing systems, and other deferred maintenance items. II. MANAGEMENT AND ADMINISTRATIVE IMPROVEMENTS Over the next five years,the Authority expects to use the$4,595,515 available for management and administrative improvements to continue to improve our management and administrative capabilities. For CGP Program Year 1995, of the $619,776 earmarked for management improvements, 62%will be used to provide security guards and Deputy Sheriffs. This will provide the flexibility to address specific security situations, as needed, at each development. Funds are a�so allocated to provide a Resident Services Coordinator and Special Projects/Occupancy Specialist to prepare agency policy and procedures and coordinate community services available to residents. In order to more efficiently process the administrative and accounting workload,upgrades to the computer systems are planned for central office and field offices. Vehicles needed for field staff need to be replaced and have been budgeted over the next few years. For the remaining years,the Authority plans to use most of its management and administrative funding for purposes similar to the first year of this five year plan. III. ADDITIONAL NEEDS Accrual of additional needs during the five-year period may cause some shifting of the priorities as the Authority updates its five-year Action Plan each year and may result in additional unfunded need at the end of the period. Urgent repair needs which occur during the five-year period will be factored into the annual update of the Action Plan. Emergency work will be done immediately. Under this five-year Action Plan,most of the developments will be brought up to the modernization and energy conservation standards. All forms may be turned in to the local housing offices and Housing Managers will forward them to Housing Operations. The residents at Elder Winds indicated their support of the agency's plan to continue with ' comprehensive modernization and to make needed administrative and management improvements. They noted the following problems they would like addressed through either CGP or maintenance: t1. Several of the flat areas of the development roofs and the patio roofs are leaking. Because of this,Units A203 and C510 have badly dampened floors. ' 2. Cars are vandalized and there is no police response. Older kids are vandalizing the laundry room and there are too many entrances to the development. The walls are too easy to climb ' over from the shopping center and adjacent residential areas. There is a need for security to protect both the residents and their vehicles. 3. It was suggested that the Housing Manager set up a meeting with residents and the Antioch police to discuss security at this sits. 4. Residents pointed out that they do have a Neighborhood Watch, which may not be very effective because not all tenants use it. ' 5. Residents claim that police say they won't come into the Development because it is private property. ' ,6. Residents pointed out that often vehicles are in the visitor's section too many days. These are not residents vehicles and they need to be cited. It was suggested that we try using Visitors Passes on the windshields. 7. Visitors parking signs are insufficient. Housing Authority staff questioned whether fire, ambulance and other emergency vehicles would come in if speed bumps are put in the driveway. It was then suggested that the driveway be made a one way street with speed sign ' (rather than speed bumps). 9. Residents felt that more lights were need in the back area, focused on the rear wall. 10. Residents requested that the Housing Authority paint units that never turn over. Mr. McEwan suggested that the Housing Authority could use its new roving paint crew to do interior painting once the exterior work is done in other projects or when they work inside because of inclement weather. Additionally, residents requested that the entryways, walkways and corridors be either cleaned up or repainted. 11. Residents requested new carpeting in units. Mr. McEwan explained that this was not a Comprehensive Grant Program item, however, carpeting could be repaired with operating budget funds. 12. Residents requested additional electric outlets in their living rooms. 13. The medical alarm system was discussed. Residents said that the alarms are harder to reach in the bedrooms and that there are false alarms too often. Mr. McEwan suggested that the renovation of the alarm system be included in next years work. Mr.McEwan reported that Mr.Martinez was attending a Tax Credit Workshop in Monterey and would return on Wednesday. /2. Mr.McEwan pointed out that the next Joint Workshop with the Board of Supervisors/Commissioners would be held on June 27, 1995 at the George Gordon Center. 3. The Youth Sports Program Grant application was submitted to HUD on Monday,March 13, 1995. Hopefully,we will ' receive youth sports funding under this program. -32- 4. The modernization for Casa Serena,CA011013,Bay Point,was approved under last years Comprehensive Grant Program. Among the items approved were improved security and the possibility of a gating system. There will be a meeting with the residents of Casa Serena,at the Development,when the architect has been selected. sss Committee Reports 1. Policy&Strategy Committee met and discussed the policy on funding requests made by other organizations for summer programs. Copies of the existing policy,written in 1985,were handed out to the Advisory Housing Commission members. The Committee requested that the Commission members look this policy over and bring any revisions,corrections,and/or additions to the April 17, 1995 meeting: The College Scholarship Award program needs revision,and was referred to the Budget Committee for its input. During discussion,it was suggested that if a change is made to the policy on requests for grants and funding by other organizations,then organizations that regularly apply for assistance from the Housing Authority should be notified of the changes well in advance. 2. Commissioner Latimer requested that the Advisory Housing Commission should send condolences to Anabell Leichter on the loss of her mother. Commissioner Lujan requested that staff provide the Advisory Housing Commission with the pertinent part of the ' Brown Act that pertains to Public Hearings. Commissioner Medina requested information on how Susan Smith was doing. Mr.McEwan stated that Susan was still off and that she was scheduled to have additional surgery.
