SUBJECT: Potential Community Development Block Grant Rescissions
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Chair to execute letters to the County's Federal Legislative Delegation
opposing any rescission of Fiscal Year 1995 Community Development Block Grant funds.
FISCAL IMPACT
Proposed rescissions approved by the House Appropriations Committee could result in an 8%
reduction in the County's Fiscal Year 1995-96 allocation. Such a rescission could affect
.already funded programs.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The House Appropriations Committee has approved a Rescission Bill that calls for, among
other things, an 8% cut in Fiscal Year 1995 Community Development Block Grant programs.
The Committee also called for significant cuts to a variety of HUD programs. The County's
1995-96 Community Development Block Grant program, which was approved by the Board
in February, would be affected by this rescission. Our CDBG application is currently at HUD.
We would typically initiate our program year on April 1.

I am writing to you on behalf of the thousands of low and moderate income individuals and families
of Contra Costa County served through programs funded by Community Development Block Grant
Funds (CDBG). It is our understanding that the House of Representatives has approved rescissions
of approximately $350 million to FY 1995 CDBG Funds. If a corresponding action is taken by the
Senate, this would result in an 8% reduction in the current years allocation to Contra Costa County.
In combination with other resources Contra Costa County uses CDBG funds to provide services in
the areas of housing, economic development, public improvements and services that benefit
children, homeless, disabled, and other low and moderate income individuals and families of the
County. The County FY 1995/96 program year, which begins April 1, 1995, is intended to serve
approximately 43,000 individuals and families through housing, emergency shelter, food, child care,
and health related programs. An 8% reduction in this years funding would result in the loss of
services to approximately 4,500 individuals and families. In some cases the programs will be unable
to continue resulting in a greater loss of projects and services.
The CDBG program is entering its 21 st year of bipartisan support, and has provided a flexible tool
for local entities to implement local priorities and objectives within the federal guidelines. The County
as a 21 year entitlement community continues to respond to the needs of our low and moderate-
income community with the assistance of local agencies and organizations funded through the
CDBG program. 1 am confident of your support on behalf of Contra Costa County and the many
organizations funded through CDBG. It is also important that you continue to be a strong voice with
your colleagues in Congress for the CDBG program which stands as one of the primary federal
investments in our low and moderate-income communities.
