Rupf, Sheriff C^r,}a DATE: March 6, 1995 SUBJECT: Marine Patrol Boat Acquisition SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: Authorize the Sheriff, on behalf of the County, to enter into an agreement with the California State Department of Boating and Waterways for the purchase,of a patrol boat and related equipment. - Authorize the Sheriff, on behalf of the County, to make and sign for 'any amendments to the contact with the State which may come about in the grant. II. Financial Impact: The State. would provide a financial grant totalling fifty-five thousand dollars ($55,000.00) to the County. The estimated cost to replace a recently decommissioned patrol boat assigned to the Sheriff's Marine Services Bureau is sixty-five thousand dollars ($65,000.00). The cost to the County is estimated at ten thousand dollars ($10,000.00). III. Reasons for Recommendation/Background: Since 1992, two State owned patrol boats have been decommissioned and another boat is needed to replace them. Over the past few years, the Board of Supervisors and the Sheriff have made a strong commitment to preserve the high level and quality of service to the boating public. They are continuing to look for funds to increase the staffing of our Sheriff's Marine Patrol Unit. Rupf, Sheriff Costa ZATEs March 6, 1995 @ oLrty SUBJECTS Marine Patrol Boat Acquisition SPECIFIC RECUESTM OR RECOMMENDATIONIS) A BACKGROUND AND JUSTIFICATION The current staffing level consists of two deputies, one seasonal deputy and twenty- two reserves. The Board of Supervisors and the Sheriff are continuing to petition our State legislators for funds to be mandated for the reinstatement and enhancement of the boating safety and enforcement programs. - Increasing the Marine Patrol staffing level will require modern and efficient equipment.. Two of our current patrol boats are equipped with jet pumps and have proven inefficient for boating safety and law enforcement work in the California Delta, which is our primary area of activity. IV. Consequences of Negative Action: The latest decommissioned patrol boat, a 1987, 22 foot, Farallon, needs a new engine and jet pump at a cost of fourteen thousand dollars ($14,000.00). The Patrol boat was declared unserviceable by the State and taken out of service, leaving Marine patrol with only three State owned patrol boats. The remaining three boats are 7 to 9 years old. The State currently has the money to grant to the County. The money may not be available at a later date. The building time for a new boat is ninety to one hundred days.
