H.A Mr. David Travers, Chair, Substance Abuse Advisory Board,
presented the annual People Who Make A Difference awards to
individuals recognized for their contributions in the .efforts
against substance abuse.
H.B The Board heard a presentation from the Private Industry
Council and the Area Agency on Aging on Older Worker Week.

in a collaborative effort to observe "OLDER WORKER WEEK" the Private Industry
Council and Area Agency On Aging, is requesting approval to make a ten minute
presentation before the Board of Supervisors, on March 14, 1995. The following
scenario describes the proposed presentation:

��' 1. MR. BOB SESSLER, DIRECTOR, AREA AGENCY ON AGING, AND/OR
\\� A PIC MEMBER WILL MAKE INTRODUCTION ON: RECOGNITION AND
AWARENESS OF THE OLDER WORKER AS THE LARGEST GROWING
POPULATION IN OUR NATION; THE NEED FOR EMPLOYERS AND
COMMUNITY LEADERS TO PROVIDE EMPLOYMENT OPPORTUNITY TO
THE OLDER WORKER BY RECRUITING FROM POOL OF SKILLED
WORKERS;
2. NEXT, THE SPEAKER WILL INTRODUCE AN EMPLOYER AND SENIOR
WORKER WHO WILL SHARE THEIR EXPERIENCE WITH BOARD MEMBERS
AND GENERAL PUBLIC IN SUPPORT OF THE COUNTY'S OLDER
WORKER PROGRAMS;
3. SPEAKER WILL REQUEST THAT BOARD OF SUPERVISORS CHAIR,
PRESENT THE EMPLOYER AND SENIOR EMPLOYEE WITH A
CERTIFICATE OF APPRECIATION AND ACKNOWLEDGEMENT FROM
CONTRA COSTA COUNTY. (END OF OLDER WORKER WEEK
PRESENTATION).

by the
Governor of the State of California
WHEREAS. Californians are living longer and healthier lives; and
WHEREAS, older workers in California are working longer and making major
contributions in the job market; and
WHEREAS, California's baby boomers, the largest segment of our population, are
entering middle age; and
WHEREAS, this group of health-wise people, with modern medical advancement to
support them, have a projected life span exceeding all others to date; and
WHEREAS, this large and physically active group will not only change the
complexion of California's work force, but misperceptions about growing older; and
WHEREAS, this growing work force pool will soon be placing increased demands
on available employment opportunities; and
WHEREAS, as times and technology advance, this group must enhance its skills
to respond to developing employment needs, and here in California we have a wide
arrn.: of training and employment programs available to help meet that goal;
NOW, THEREFORE, I. PETE WILSON, Governor of the State of California, do hereby
proclaim March 12-18, 1995, as Employ the Older Worker Week in California, and I
urge eligible older workers to take advantage of California's employment training _
programs. FURTHER. I encourage employers and community leaders to recruit workers
from ;his pool of candidates to help meet California's changing work force needs.

SUBJECT: OLDER WORKER WEEK - MARCH 12-18, 1995
Governor Pete Wilson has proclaimed the week of March 12- 18, 1995, as OLDER
WORKER WEEK in the State of California.
The California Department of Aging,which administers the Senior Community Service
Employment Program(Title V of the Older Americans Act),takes this opportunity to encourage all
in the aging network to observe this special week.
Inasmuch as we are all committed to the improvement of the status of older workers,this is
an excellent opportunity to bring our program to the attention of senior citizens,the business
community, and the general public alike.
We have enclosed a copy of the Governor's Proclamation, a news release,poster,two
brochures developed by the Employment Development Department,fact sheets about the
Department's Title V Program,the Job Training Partnership Act(JTPA) Older Worker Program,
and Private Industry Council (PIC). You may want to use this material to publicize the Senior
Community Service Employment Program and the State's observance of OLDER WORKER
WEEK, March 12 - 18, 1995.
We encourage you to forward copies of the news release to your local newspapers,radio
and television stations. Please use it in your own newsletters and/or community bulletins.

SPECIFIC REOUEET(E)OR RECOMMENDATIONS)i BACKOROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Proclaim the week of March 12-18, 1995, as OLDER WORKER WEEK in
Contra Costa County and encourage the employer community to provide
employment opportunities and recruit workers from this growing mentally
and physically active work force pool.
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Whereas; Governor Pete Wilson has proclaimed the week of March 12-18,
1995, as OLDER WORKER WEEK in the State of California; and
Whereas; Contra Costa County Private Industry Council (PIC) and Social
Service Area Agency on Aging (AAA) Department's administer the Job
Training Partnership Act (DTPA) and Title V of the Older Americans Act,
in a collaborative manner, to promote and improve the status of the Older
Worker; this is an opportune time to bring these Contra Costa County
programs to the attention of all senior citizens, the business community,
and the general public:
