RECOMMENDATIONAMEND the Water Committee report from February 14, 1995 (W C -2) ,
DESIGNATE another member of. the Board of Supervisors to represent
the County at Congressional hearings later this month in
Washington, D.C. 'regarding the Baldwin Ship Channel project to
replace Supervisor Jeff. Smith, who is unable to attend the
hearings, and AUTHORIZE travel.. and expenses for this purpose.
BACKGROUND:
On February 14, 1995, .the Board of- Supery sors approved a report
fr,om the Water Committee (W.C. -2) Among,',other items., approval of
the report appointed Supervisor Smith to represent the County at
hearings in -Washington, . DX, on the Baldwin_ Ship Channel pro j ectSupervisor Smith has now indicated that ..he is unable to attend
these hearings because of a conflict in his schedule. He istherefore, asking that the - Boarddesignate another Supervisor to

RE OMMENDATI NS
1. APPOINT Supervisor Jeff Smith as ContraCosta County Representative for the Baldwin Ship
Channel (San Francisco-to-Stockton) deepening project, and AUTHORIZE travel and expenses
for Supervisor Smith to attend Congressional Committee hearings in Washington: D.C. to
provide testimony relative to continued funding and other issues for the Baldwin Ship Channel
Phase 11.1 deepening project.
2. AUTHORIZE Roberta Goulart,Water Agency staff,travel and expenses to attend Congressional
Committee hearings in Washington D.C. to provide staff support and testimony relative to
continued funding and other issues for the Baldwin Ship Channel Phase lil project.
3. AUTHORIZE continued long-term, open ended County contracts with Mike Cheney (Maritime
Engineering Consultant), and E. Del Smith (Lobbyist) for-their services on the Baldwin Ship
Channel Project, for at -least $25,000 per year, (begun in January 1994) and continuing
through the life of the project (through the year 2000).
Financial lmp,pct
Funds for travel to Congressional hearings in Washington D.C. have been previously allocated and are
available within the Water Agency Budget. Congressional testimony is expected to be necessary to
enable continuation of Federal funding through the Fife of the project (through the. year 2000.).
Costs associated with the two consultant contracts noted above are paid by the Ship Channel Users
(the project beneficiaries or.users are Exxon, Shell, Tosco, Wickland and Pacific Refining)

REASON FOR RECOMMENDATION/BACKGROUND
1. The third phase of the San Francisco-to-Stockton Ship Channel (Baldwin) Project is underway.
Much work has been done by the County as the local sponsor and the Corps of Engineers (lead
agency) on this project to date. Numerous design, sediment chemistry and volume tests have
been run, and much modelling (both numeric and physica ) has been done to determine salinity
impacts associated with the project. A combined. Environmental Impact Statement/Report.is
being prepared, and will be out later this. year. These area number of issues outstanding,
which are being addressed at both the local.and Federal levels. A number of issues remain to
be worked out prior to construction of,this project in 1997, not the least of which is cost. 'This
necessitates travel to.Washington D.C. On an annual basis to support funding requests for
Corp's ongoing efforts as well as the need for construction funding, cost-sharing for upland
disposal options, and other cost negotiation.
2. In 1994, the Ship Channel User.Group determined the need for continuation of.Mike Cheney's
contract, previously handled through COLAS. As COLA6 no longer had an interest in handling
the contract, the Board authorized contracts:for both Mike-Cheney and-Del Smith to be handled
through the.County. These contracts are paid through the ship channel user group described
above.

This is the third and Last phase of a channel deepenin 'Project.

whish was begun in 19.65. {previous phases broken down into five
components, have been completed} . The Army Corps of Engineers is
the lead agency, with contra costo county filling the required
local sponsor role.
The third phase project extends roughly from the 'Richmond area to
Avon- in east Contra Costa County. Portions of the channel which
require deepening (as shown on the map) include the West Richmond
Channel, the Pinole Shoal Channel, the Carquinez Strait Channel,
and the Bulls Head Channel.
The actual channel will be dredged from -38 feet to -45 feet
(actually -4 8 feet due to required 31 overdraft requirement) MLLw.
About 9 million cubic yards of material is estimated to be dredged,

and requiring disposal.
The project will allow larger vessels to travel unimpeded further.
up the channel, thus reducing the need for -lghtering {or off-
loading} activities in the. Bay.
Preliminary work, such as -soil chemistry tests of the channel and
berth areas has been -.done, and salinity t
ests are ongoing,
Salinity is a signi.fi.cant issue, and the Corps of Engineers is
working with the other relevant agencies on appropriate testing and
modelling scenarios.
Salinity impacts of the project as well as disposal options remain
the most problematic, an array of disposal options will be
addressed in environmental documentation, including ocean, in-bay
and upland disposal, {upland options include wetlands . creation and
delta levee rehabilitation) ,
SCHEDULE
Corps will beproviding realistic costs for project, disposal
options, fall 19940
Environmental review (draft EIS/EIR) will commence in fall, 1995 .
county Assessment District formation process will commence fall,
1995, giving the County the ability to assess users for the local
sponsor's share of the project (35%) .
County Signs Project cooperation Agreement with the Corps, early
1997 .
