Dear Ms . Bishop,
As you are aware, in the 1993-94 legislative session Senator
Marian Bergeson introduced SB 84 , a bill which would have given all
general law counties the flexibility to contract with private
entities to provide a greater number of services than allowed under
current law. This bill failed passage in the Assembly Local
Government Committee .
Contra Costa County graciously offered its support for SB 84 .
I have reintroduced this bill as AB 15 and again wish to solicit
your board' s support . I believe that the new composition of both
the Assembly and its Local Government Committee offer a better
chance of passage for this legislation. It is clear that county
governments should be able to provide services in the most cost-
efficient manner possible. The need for cost efficiency has become
particularly critical in light of the continuing burdens of
unfunded federal and state mandates .
I have included a copy of AB 15 for your information. Please
do not hesitate to contact my office if you have any questions .

services from this authority to contract for special services.
The bill would require the board to find t lat a contract for
special services provides a practical and more economically
beneficial method of providing services than the existing
method.
