THE BOARD OR SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 14, 1995_ by the following vote:
AYES: Supervisors Rogers, DeSaulnier, Torlakson, Bishop
NOES: Supervisor Smith
ABSENT: None
ABSTAIN: None
SUBJECT: Memorandum of Understanding
The Board considered the recommendation of the
Personnel Director for approval of the Memorandum of
Understanding (MOU) with Contra Costa County Employees'
Association, Local 1.
Supervisor Torlakson referred to several issues that
have arisen particularly with the assignment of volunteer workers
and staff hours in the various libraries. He advised that he
would be amendable to continuing consideration of this MOU for
one week.
The following persons spoke:
Henry Clarke, General Manager, Local 1;
Jacque Salvador, Local 1; and
Councilman Wolfe, City of Walnut Creek.
At the conclusion of the discussion, the Board
CONTINUED to March 21, 1995, consideration of the MOU with Local
1.
Further, the Board REQUESTED regular progress reports
on the status of discussions with Library staff, representatives
of the cities, and Friends of the Library relative to library
issues.

Re; March 14, 1995 Board Agenda Item' No. 1.26; Memorandum Of Understanding
(MOU) with Contra Costa County Employees Association Local No. 1
Dear Chair Bishop;
At the March 14, 1994 Board meeting, the Board of Supervisors will consider action on
an MOU with County Employees Local 1, This MOU addresses among other areas, work
rules related to the "library Unit' (Section 57.10). As you are aware, the possibility of
work rule changes related to Countywide library operations is an issue which has been
discussed by the County and cities within the county since funding reductions forced
service level reductions which have affected all of our library users.
A Task Force established, to review countywide library issues will be completing that
process by July, 1995. Danville is concerned that any action on Section 57.10 of the MOU
to be considered by the Board could preclude options or recommendations to be
forwarded by the Task Force. Accordingly, Danville is requesting that the Board defer any
action on Section 57.10 of the MOU until after July, 1995. This will permit the Board to
consider any action on this section in light of any recommendations made by the Task r
Force.
