SUBJECT: AUTHORIZATION TO REVISE THE APPLICATION FOR A CALTRANS LOAN FOR THE
CONSTRUCTION OF T-HANGARS AT THE BYRON AIRPORT; RESCISSION OF
PREVIOUS BOARD ORDER
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director, on behalf of the County, to revise County's
application for a Caltrans loan to fund the construction of T-Hangars at the Contra Costa County - Byron
Airport, and RESCIND that Board Order dated January 24, 1995 regarding the same subject.
II. Financial Impact:
The estimated cost of the project is $600,000.00 of which 100% will be funded through a loan from
Caltrans' hangar loan program, or through other loaned funds. Loans will be repaid with hangar rents.
III. Reasons for Recommendations and Background:
On September 20, 1994, the Board of Supervisors authorized the Public Works Director to apply, on
behalf of the County, to Caltrans' Division of Aeronautics for a loan of$280,000 to build fourteen (14)
T-Hangars at the Byron Airport. The hangar project has been increased to include the construction of
twenty-eight (28) T-Hangars at a cost of up to $600,000.00, to meet increased demand at Byron.
The January 24, 1995, Board Order rescinded herein stated that excess revenue from the hangar
project would be deposited in the Airport Enterprise Fund. Caltrans regulations require that surplus
funds from projects built with Caltrans' loaned funds must be used to repay said loan.

IV. Consequences of Negative Action:
T-Hangar development may not occur at the Byron Airport resulting in reduced income to the Airport
Enterprise Fund. The lack of T-Hangar development will not satisfy current demand for hangared space
and will not attract additional tenants to the Byron Airport.
